As used in this chapter, the following terms shall have the meanings
indicated:
The planning, preparation and carrying out of all emergency functions,
other than functions for which military forces are primarily responsible,
to minimize and react to injury and/or damage which may result from a disaster
caused or created by fire, flood or other natural or man-made causes, as well
as sabotage, attack or other hostile action.
A.
Appointment. The Emergency Management Director shall
be periodically appointed by the Village President, subject to confirmation
by the Village Board. The Director may be a Village employee.
B.
Duties and authority of Director.
(1)
The Director shall be the head of the Emergency Management
Organization and shall have the responsibility for the organization, administration,
operation and coordination of emergency management within the Village, subject
to the direction and control of the Village President and the Village Board.
The Director shall coordinate the activities for emergency management within
the Village and shall be responsible for maintaining liaison and cooperation
with emergency management agencies and organizations of other political jurisdictions
and/or subdivisions.

The Director shall be responsible for overseeing the
preparation of a comprehensive general plan for emergency management of the
Village and shall present such plan to the Village Board for its review and
approval. The plan shall outline the procedures to be followed in the event
of an emergency or disaster, including designation of an emergency operation
center and emergency succession to office. The Village department heads shall
be made aware of the procedures which affect their respective departments.
The Village Board, in consultation with the Director, may also enter
into mutual-aid agreements with other political subdivisions. If appropriate,
copies of such agreements may be filed with the State Division of Emergency
Management.
