Unless otherwise provided in this chapter, a violation of any provision of this chapter is a civil violation. In addition to any fine imposed on a violator, the Town is entitled to recover all costs incurred in prosecution of a violation of this chapter, including reasonable attorneys' fees.

A. 
Any vehicle parked in a place, manner, or for a length of time prohibited by this chapter or state statute is an obstruction in a public way and a safety hazard. Law enforcement officers may tow said vehicles to a suitable garage or storage space to be impounded thereon until all applicable towing and storage fees are paid.
B. 
If any vehicle is towed pursuant to this section, the towing or impound company shall provide notification in accordance with 29-A M.R.S.A. § 1854.

Any person of the age of 17 years or older who violates any provision of § 194-31 of this chapter shall, upon conviction, be punished by a fine of not more than $10.
Any person who violates any provision of § 194-13 of this chapter shall, upon conviction, be punished by a fine of not less than $250.

A. 
Notwithstanding any other provision of this chapter to the contrary, any person who commits any of the following violations may waive all court action by payment to the Town of Bar Harbor of the appropriate fee as set forth below within 14 days of the violation:
(1) 
Blocking hydrant, parking within 10 feet of a fire hydrant: $50.
(2) 
Fire lane, parking in a fire lane: $50.
(3) 
Handicapped space, unauthorized parking in a handicapped space: $250 (consistent with 29-A M.R.S.A. and § 194-44, above).
(4) 
Other parking violations, parking at any other location at which parking is prohibited by this chapter: $40.

(5) 
Discount for early payment. Payments made for violations pursuant to Subsection A(1), A(2) and A(4) are reduced by $5 if paid within 14 days of issuance.
(6) 
Penalty for late payment. Penalties for violations pursuant to Subsection A(1), A(2) and A(4) when payment is not made within 30 days of issuance will increase to $80 per violation.

B. 
Permit revocation. In addition to the penalty provided above, the Police Chief, or his designee, may revoke the parking permit of any person who violated any regulation prescribed by Town Council order pursuant to § 194-28.
