by L.L. No. 6-1992. Said local law also provided for the
transfer of all assets, rights, powers and privileges of the Community Development
Commission to the Ithaca Urban Renewal Agency, created pursuant to § 608
of the General Municipal Law, subject to that agency's agreement to accept
