No person being the owner of a motor vehicle shall permit said motor vehicle to remain on the streets when affected by an emergency due to snowfall, flood, fire or other extraordinary condition affecting the normal flow of traffic. Parking during such emergencies shall be prohibited during the hours announced by the Mayor through the public media in connection with such emergency. The hours during which such parking shall be prohibited may also be posted by the Village Clerk at his/her office. In the event that no such hours have been posted or announced said prohibition of parking shall continue for a period of 12 hours from the cessation of the occurrence causing the accumulation of snow and ice. The accumulation of more than two inches of snow and ice as a result of a snowstorm, hail, sleet, flood, etc., shall be deemed notice to all persons that a state of emergency exists. Any vehicle violating this section shall be towed away at or under the direction of the Highway Superintendent or his designee at the expense of the owner of the vehicle.
A. 
Every owner, lessee, occupant or other person having charge or possession of improved or unimproved land fronting on any of said sidewalks shall do so and shall remove snow and ice from the adjourning sidewalks within four hours after the snow ceases to fall. The period between sunset and sunrise shall not be computed in the four-hour interval. This section shall be deemed complied with if removal operations have commenced within said four-hour period and are completed in a reasonable time.
B. 
No person shall throw or discharge any snow or ice from a sidewalk onto any street or highway in the Village of Lake Grove, after said removal was completed by the order of the Superintendent of Public Works.
