No person or persons not a resident of the Village of Menands shall offer or expose for sale or sell at public auction or vendue in any auction store, building or grounds within said Village any goods, wares, merchandise or personal property of any kind without procuring a license so to do from the Mayor.
The Mayor may grant a license for an auction upon the payment of such sum as he shall fix therefor by the day, week, month or year, which sum shall not be less than $5 nor more than $10 for any one day; for one week not less than $6 nor more than $30; for one month not less than $30 nor more than $75; for one year not less than $75 nor more than $250.
Any person violating any of the foregoing provisions of this chapter shall be guilty of a misdemeanor.
