No land in the Village of Menands shall be subdivided, as hereinafter defined, except in conformance with the Subdivision Regulations and Design and Construction Standards of the Village of Menands, as may be duly adopted by resolution of the Board of Trustees of such Village, and any amendments thereof.[1]

As used in this chapter, the following terms shall have the meanings indicated:
SUBDIVISION
The division of any part, parcel or area of land by its owner or his agent into four or more lots, plots, blocks, sites or other divisions of land, either by lot or by metes and bounds for the purpose of immediate or future conveyance, transfer, building development or sale with or without the creation or extension of streets or highways. The term "subdivision" shall include resubdivision.

No building permit or certificate of compliance shall be issued to any person, firm or corporation in connection with any lot, plot, site or other division of land which is the result of a subdivision as hereinabove defined unless and until said subdivision has received the approval of the Board of Trustees in accordance with the aforesaid Subdivision Regulations and Design and Construction Standards.[1]

The Board of Trustees shall adopt and amend subdivision regulations and design and construction standards governing the approval, modification or disapproval and development of subdivisions after public hearing on notice.

A. 
Any person, firm, corporation, agent, owner, occupant or lessee who shall violate any of the provisions of this chapter shall, upon conviction, be sentenced to pay a fine of not more than $250 for the first offense and an amount not to exceed $500 for each and every subsequent violation. Each day's continued violation of this chapter, after written notice thereof, shall constitute a subsequent and additional violation. Such fine shall be collected as similar fines are now by law collected.
B. 
In addition to the above-mentioned penalties or in lieu thereof, the Village Board may also maintain an action or proceeding in the name of the Village in a court of competent jurisdiction to compel compliance with or to restrain by injunction the violation of this chapter.
