This chapter shall be applicable to any plumbing work, whether interior or exterior, for any properties within the Town of Niskayuna.
A. 
A plumber's registration shall be issued pursuant to this chapter to any person who holds a valid master plumber license issued by any municipality of the State of New York.
B. 
The Town Clerk shall conduct an investigation of all persons who wish to engage in the trade or business of plumbing pursuant to this chapter to determine their qualification and fitness for engaging in such trade or business and shall issue a registration to all those who satisfy the requirements of this chapter.
C. 
Each applicant wishing to be registered in the Town of Niskayuna shall pay the sum set by the Town Board, and modified from time to time as necessary, for the annual registration and permit, which said sum shall be paid to the Town Clerk of the Town of Niskayuna at the time of making said application.
D. 
A corporation wishing to conduct the business or trade of plumbing shall file a certificate with the Town Clerk setting forth the names of those individuals owning at least 51% of the issued and outstanding stock of said corporation, and provided, further, that the holders of at least 51% of said issued and outstanding stock are holders of valid master plumbing licenses issued pursuant to this chapter.
E. 
It shall be unlawful and a violation of this chapter for any person to conduct the trade or business of plumbing within the territory affected by this chapter without holding a valid plumbing registration issued in accordance with this chapter.
Any person wishing to obtain a plumber's registration shall file an application therefor with the Town Clerk of the Town of Niskayuna, together with proof of a valid master plumber license issued by any other municipality and proof of proper insurance, with the Town of Niskayuna listed as a certificate holder.
Registrations issued in accordance with this chapter shall be valid until the first day of January next succeeding the date of issuance.
The Town Board of the Town of Niskayuna shall establish a fee to be paid by each applicant for the registration issued in accordance with this chapter, and for each renewal registration thereafter. The Town Board may from time to time amend such fee as deemed necessary, by resolution.
Any person, firm, business entity or corporation violating any provision of this chapter shall be subject to a fine of $500 for each day of conducting the trade or business of plumbing within the Town of Niskayuna without holding a valid plumbing registration issued pursuant to this chapter.
