This chapter shall be known as the "Tompkins
County Office for the Aging."
In order to better provide for the needs of
the elderly in our community, the County of Tompkins hereby creates
a Tompkins County Office for the Aging.
The duties of said office shall be to:
A.
Plan environmental and personal services to meet the
needs of the elderly population through the evaluation of services
and the identification of major problems affecting the elderly.
B.
Stimulate and review needed programs and services
for the elderly.
C.
Conduct research on the needs of the elderly in this
community and develop alternative means of meeting these needs.
D.
Cooperate with elderly citizens and organizations
servicing or representing the elderly to meet the needs of the elderly
population of the community.
E.
Provide information relative to programs and services
for the elderly in the community and sources of support for programs
and services.
F.
Encourage the cooperation of agencies servicing the
elderly.
G.
Recommend to and cooperate with federal, state and
local agencies in the development of public policy toward the elderly.
H.
Contract with existing agencies or such new ones as
may be appropriate for new or increased services where federal, state
or local funding may be available.
I.
When and if indicated, undertake on an interim or
continuing basis specific programs or services.
A.
The County Legislature will appoint an Advisory Committee
of 15 members with broader geographic representation to advise the
administrative officer of such office on all operations of such an
office.

B.
Initially, 1/3 of the membership will be appointed
for one year, 1/3 for two years and 1/3 for three years,
thus permitting the County Legislature in subsequent years to appoint 1/3
of the membership on a yearly basis for three-year terms. At least
half of the membership of the Committee shall include actual or potential
consumers of services provided by the county for older persons, with
the remainder of the group to be broadly representative of major public
and private agencies and organizations in the county concerned with
the interests of older persons and other persons who are interested
in or have demonstrated special interests in the special needs of
the elderly. In the event of the death or resignation of any member,
his successor shall be appointed to serve for the unexpired period
of the term for which such member has been appointed. The County Legislature
may appoint county officials to serve ex officio on the Committee.
C.
The Chairman shall be elected from the membership
of the Committee by the Committee members to serve for a term of one
year. The Chairman shall preside at all Committee meetings and represent
the Committee.
D.
The Vice Chairman shall be elected from the membership
of the Committee by the Committee members to serve for a term of one
year. The Vice Chairman shall, in the absence of the Chairman, act
in his place.
The Tompkins County Office for the Aging shall
make an annual report to the County Legislature concerning its activities;
in addition, it shall make an interim report quarterly.
A.
The Tompkins County Office for the Aging shall have a professional and an auxiliary staff to fulfill the obligations as defined in § 4-3 entitled "Powers and duties."
B.
The administrative officer of the office will be responsible
to and appointed by the County Legislature.
C.
The number and nature of such staff will be determined
by the County Legislature in consultation with the New York State
Office for the Aging.
