There is hereby created a recreation and park board known as the "Lansdowne Recreation and Park Board of the Borough of Lansdowne, Delaware County, Pennsylvania."

The Board shall be composed of nine members to be appointed by the Borough Council with the power to provide and conduct recreation and cultural activities and maintain public recreation areas, facilities and centers, subject to the approval of the Borough Council. The Board members shall serve for a term of three years each and until their successors are appointed, except the members first appointed, so that the term of one member shall expire annually thereafter. Vacancies shall be filled in the same manner as the original appointment and for the unexpired term. Members shall serve without pay.
The Recreation and Park Board shall elect from its membership a Chairman and such other officers as it may deem necessary for the orderly procedure of its business and may adopt bylaws, rules and regulations covering its procedure not inconsistent with the provisions of the state laws. The Recreation and Park Board shall from time to time make rules governing the operation and conduct of the recreation facilities operated by the Board subject to the Council's approval. The Board shall hold regular meetings at such time and place it may designate.

The Recreation and Park Board shall maintain, operate and supervise the public parks, playfields and all outdoor or indoor recreation areas and facilities owned or operated by the Borough of Lansdowne, subject to the approval of the Borough Council. The Recreation and Park Board shall not install or cause to be installed any equipment, fixtures, structures or furniture in any public park or cause significant physical change to the character, aesthetic, or land-use functions of parks beyond the scope of repairs and maintenance without first obtaining the approval of the Borough Council.

The Recreation and Park Board may accept any grant, bequest or donation of services, equipment, real estate or money from any individual or group to be used as specified by the donor or by terms of acceptance. The Recreation and Park Board shall have no authority to enter into any contract or incur any obligation binding upon the Borough of Lansdowne, Delaware County, Pennsylvania.
Funds appropriated by the Borough Council of the Borough of Lansdowne, Delaware County, Pennsylvania, and budgeted to the Board shall be disbursed by the fiscal disbursing officer of the Borough of Lansdowne, Pennsylvania, upon vouchers issued by the Recreation and Park Board and within the budget appropriations made. Funds received by the Recreation and Park Board from sources other than budget appropriations shall be deposited by the fiscal officer of the Borough of Lansdowne, Pennsylvania, to the credit and use of the Board and disbursed, except that funds received by gift, bequest or otherwise shall be disbursed in accordance with the terms of acceptance thereof.
The Recreation and Park Board shall submit an annual report and budget request to the Borough Council and such other reports as it may require.
