The following are hereby designated as Municipal Parking Lots of the Borough of Lansdowne:
A. 
Parking Lot No. 1, 32 North Lansdowne Avenue.
B. 
Parking Lot No. 2, Baltimore Avenue, by Borough Hall.
C. 
Parking Lot No. 3, McKinley Avenue.

Parking Lot No. 5, Highland Avenue.
The Borough Manager shall direct the painting or otherwise placing of lines or markings upon the surface of any municipal parking lot for the purpose of designating individual parking spaces. Each individual parking space shall be not less than eight feet in width.
The proper officers of the Borough are hereby authorized and directed to enter into contracts for the purchase and installation of such spare parts as may be required to keep in good order and repair the parking meters installed upon any municipal parking lot.
Each parking meter installed on any municipal parking lot shall indicate by a proper legend the legal parking time established by the Borough for such individual parking space and, when operated, shall indicate on and by its dial and pointer the duration of the period of legal parking and upon expiration of such period shall designate illegal or over-parking.
A. 
It shall be unlawful for the owner or operator of a vehicle of over one-ton capacity to enter upon or park upon any municipal parking lot.
B. 
It shall be unlawful for the owner or operator of any vehicle of one-ton capacity or less to park such vehicle upon any municipal parking lot in violation of the provisions of this chapter except that no fee shall be charged upon Sundays and the following legal holidays: January 1, Memorial Day, July 4, Labor Day, Thanksgiving Day and December 25; and in the event that any of said legal holidays occurs on a Sunday, then the provisions of this chapter as to violation shall be inoperative on the Monday following such legal holiday.

C. 
The aforesaid periods of free parking shall commence at 12:00 midnight according to Eastern standard time or according to daylight saving time, whichever is in customary use in the Borough of Lansdowne at the time of the parking, and shall end at the following midnight according to the same time standard.
It shall be unlawful and a violation of this chapter to park any vehicle in the parking meter zone other than entirely within the lines or markings of an individual parking area, with the foremost part of the vehicle nearest to the parking meter.

Except as provided in §§ 231-8 and 231-9, when any vehicle shall be parked in an individual parking space during the time of limited parking, the owner or operator of such vehicle shall, upon entering such individual parking space, immediately deposit or cause to be deposited one or more twenty-five-cent coins of the United States in the parking meter adjacent to the individual parking space occupied by such vehicle. Failure to deposit such coin or coins or failure to operate such meter in accordance with the instructions thereon shall constitute a violation of this chapter. Upon deposit of such coin or coins and placing the meter in operation, such individual parking space may be occupied lawfully by such vehicle for 60 minutes for every twenty-five-cent coin; provided, however, that no deposit of coin or coins shall entitle any vehicle to occupy an individual parking space for longer than the period permissible for the total of such coins so deposited or in any event for longer than a period of 10 hours. If any vehicle shall remain parked in any individual parking space for such a length of time that the meter shall indicate by proper signal that the lawful parking period has expired, such vehicle shall be considered as parking overtime and in violation of this chapter.

Permits permitting overnight parking of motor vehicles from 10:00 p.m. to 8:00 a.m. may be obtained from the Police Chief upon payment of a fee as set forth from time to time by resolution of the Borough Council to the Police Chief. Such permits are valid for a period of one month from the date of issue. All permits must be attached to the vehicle and visibly displayed at all applicable times that the vehicle is parked. All other provisions of this chapter (except insofar as § 231-7 shall require the deposit of coins during the hours from 10:00 p.m. to 8:00 a.m.) apply to overnight parking.

The Police Committee of Borough Council may designate certain parking spaces and the meters therefor on Municipal Lot No. 1 for ten-hour parking. Such parking spaces may be occupied for a period of 10 hours upon the deposit of $0.50 in coins. All other provisions of this chapter shall apply.

The Police Committee of Borough Council may designate certain parking spaces and the meters therefor on Municipal Lot No. 2 for ten-hour parking. Such parking spaces may be occupied for a period of 10 hours upon the deposit of $1 in coins. All other provisions of this chapter shall apply.

A. 
It shall be the duty of each police officer or parking enforcement officer of the Borough to report to the Police Chief by special parking meter tickets, numbered consecutively, the following information for each violation of §§ 231-5, 231-6, 231-7, 231-8, 231-9 and 231-10 of this chapter reported by him or her:
(1) 
The number of the parking meter which indicates that the vehicle was parked in the adjacent individual parking space in violation of any of the provisions of this chapter.
(2) 
The date and hour of such violation.
(3) 
The state license number of such vehicle.
(4) 
Any other facts, a knowledge of which is necessary or desirable to a thorough understanding of the circumstances attending such violation.
B. 
Each police officer or parking enforcement officer shall place on each vehicle reported for violation of any of the provisions of §§ 231-5, 231-6, 231-7, 231-8, 231-9 and 231-10 of this chapter a notice to the owner or operator thereof that the vehicle has been parked in violation of the provisions of this chapter and instructing such owner or operator to pay, within 10 days, a penalty of not less than $2 and not more than $50 to the police headquarters of the Borough of Lansdowne. The exact amount of the fine may be determined by resolution of the Borough Council from time to time. Failure to pay within the prescribed time will result in an additional penalty of $10 for each violation.

It shall be unlawful to deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for either a five-, ten-, or twenty-five-cent coin of the United States.
It shall be unlawful for any person to deface, injure, tamper with or willfully break, destroy or impair the usefulness of any parking meter installed upon any municipal parking lot.
It shall be unlawful for any person to deposit or cause to be deposited in a parking meter any coin for the purpose of increasing or extending the parking time of any vehicle beyond the total legal parking time of 10 hours.
The coins deposited in parking meters installed in any municipal parking lot shall be collected and accounted for under the direction of the Borough Manager and shall be deposited by him or her at least once a week in an account separate from the general Borough account and separate from the revenue derived from parking meters located along the public highway of the Borough.

Any person violating the provisions of this chapter shall, upon conviction thereof, be subject to a fine of not more than $600, plus costs of prosecution, and in default of payment of such fine and costs to imprisonment for not more than 30 days.
