The following words, when used in this article, shall have the meanings ascribed to them in this section:
RUBBISH
Waste or rejected matter, or debris, including but not limited to leaves and sticks.
TRASH
Worn-out, broken-up, discarded things; or refuse.
All owners and/or occupiers of land containing a public sidewalk abutting upon a public street or a highway in the Borough of Lansdowne shall have the joint and several responsibility of keeping and maintaining the full width of the paved surface of said sidewalk free and clear of all trash and rubbish.

Any owner or occupant failing to comply with or violating the provisions of § 294-12 of this article shall, within 24 hours after receipt of written notice of such violation from the Borough Manager or Borough Council, remedy such violation by removing all trash and rubbish on said public sidewalk. Upon conviction before a Magisterial District Judge or failure to so remedy the violation, the owner and/or occupant shall be fined not more than $600, plus costs of prosecution, and in default of payment of such fine and costs shall be imprisoned for not more than 30 days. After said notice, each day's neglect to comply with the provisions of this article shall be deemed a separate offense and shall be subject in all respects to the same penalty as the first offense. Separate proceedings may be instituted and separate penalties imposed for each such offense.
