A. 
The following portions of streets in the Borough of Lansdowne, except for such areas thereon where parking is now or hereafter shall be prohibited by law and except for spaces designed by the Mayor and Chief of Police as loading or unloading zones, bus and taxicab stops and entrances to churches, schools and theaters, are hereby designated as parking meter zones:
(1) 
The west side of Lansdowne Avenue between the railroad bridge over the tracks of the Philadelphia, Baltimore and Washington Railroad Company and the south side of Stewart Avenue.
(2) 
The east side of Lansdowne Avenue between the railroad bridge over the tracks of the Philadelphia, Baltimore and Washington Railroad Company and the south side of Lansdowne Avenue.
(3) 
The east side of Lansdowne Avenue between the north side of Stratford Avenue and the south side of Stewart Avenue.
(4) 
The south side of Baltimore Avenue between the east side of Lansdowne Avenue and the east side of North Maple Avenue.

(5) 
The north side of Madison Avenue between the east side of Lansdowne Avenue and the west side of Highland Avenue.
(6) 
The west side of South Highland Avenue between the north side of Madison Avenue and the south side of Baltimore Avenue.
(7) 
The south side of West Marshall Road between the east side of Windermere Avenue and the west side of Owen Avenue.
B. 
The Borough Manager of the Borough of Lansdowne shall direct the painting or otherwise placing of lines or markings upon the curb, sidewalk and/or street of such parking meter zones for the purpose of designating individual parking spaces. Each individual parking space shall be approximately 22 feet in length along and parallel to the curb and approximately eight feet in width.
C. 
The proper officers of the Borough are hereby authorized and directed to enter into a contract for the purchase and installation of parking meters as may be necessary for the number of individual parking spaces to be provided and to enter into a contract or contracts for such spare parts and maintenance as may be necessary to keep the parking meters in good operating condition.
D. 
Each parking meter shall be placed upon the sidewalk, immediately adjacent to an individual parking space, and in such position relative to the individual parking space and other parking meters as to leave no reasonable doubt as to the individual parking space for which such meter indicates parking time. Each parking meter installed shall indicate by a proper legend the legal parking time established by the Borough for such individual parking space and, when operated, shall indicate on and by its dial and pointer the duration of the period of legal parking and, on the expiration of such period, shall indicate illegal or over-parking.
E. 
After the marking of such individual parking spaces and the installation of parking meters adjacent thereto, it shall be unlawful for the owner or operator of any vehicle to park such vehicle between the hours of 8:00 a.m. and 9:00 p.m., Eastern standard time, or Eastern daylight saving time when the same is generally observed within the Borough, on Thursday, Friday and Saturday, or between 8:00 a.m. and 6:00 p.m., Eastern standard time, or Eastern daylight saving time when the same is generally observed within the Borough, on other days of the week, except Sundays, in violation of the provisions of this section, upon those portions of the streets hereby designated as parking meter zones; and further provided, however, that the provisions of this section as to violations shall be inoperative as to parking on Sundays and on the following legal holidays: January 1, Memorial Day, July 4, Labor Day, Thanksgiving Day and December 25, and in the event that any of said legal holidays occurs on a Sunday, then the provisions of this section as to violations shall be inoperative on the Monday following such legal holiday.

F. 
It shall be unlawful and a violation of this section to park any vehicle in the parking meter zone other than entirely within the lines or markings of an individual parking area, with the foremost part of the vehicle nearest to the parking meter.
G. 
When any vehicle shall be parked in an individual parking space during the time of limited parking, the owner or operator of such vehicle shall, upon entering such individual parking space, immediately deposit or cause to be deposited one or more twenty-five-cent coins of the United States in the parking meter adjacent to the individual parking space occupied by such vehicle. Failure to deposit such coin or coins or failure to operate such meter in accordance with the instructions thereon shall constitute a violation of this section. Upon the deposit of such coin or coins and placing the meter in operation, such individual parking space may be occupied lawfully by such vehicle for 60 minutes for every twenty-five-cent coin; provided, however, that no deposit of coin or coins shall entitle any vehicle to occupy an individual parking space for longer than the period permissible for the total of such coins so deposited. If any vehicle shall remain parked in any individual parking space for such a length of time that the meter shall indicate by proper signal that the lawful parking period has expired, such vehicle shall be considered as parking overtime and in violation of this section.

I. 
Tickets.

(1) 
It shall be the duty of each police officer of the Borough to report to the Police Chief by special parking meter tickets, numbered consecutively, the following information for each violation of Subsections E, F and G of this section reported by him:
(a) 
The number of the parking meter which indicates that the vehicle was parked in the adjacent individual parking space in violation of any of the provisions of this section.
(b) 
The date and hour of such violation.
(c) 
The state license number of such vehicle.
(d) 
Any other facts, a knowledge of which is necessary or desirable to the thorough understanding of the circumstances attending such violation.
(2) 
Each police officer or parking enforcement officer shall also place on each vehicle reported for violation of any of the provisions of this section a notice to the owner or operator thereof that the vehicle has been parked in violation of the provisions of this section and instructing such owner or operator to pay, within 10 days, a penalty of not less than $2 and not more than $50 to the police headquarters of the Borough of Lansdowne. The exact amount of the fine may be determined by resolution of the Borough Council from time to time. Failure to pay within the prescribed time will result in an additional penalty of $10 for each violation.

J. 
It shall be unlawful to deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for any coin of the United States.

K. 
It shall be unlawful for any person to deface, injure, tamper with or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this section.
L. 
It shall be unlawful for any person to deposit or cause to be deposited in a parking meter any coin for the purpose of increasing or extending the parking time of any vehicle beyond the total legal parking time of two hours.
M. 
The provisions of this section may be temporarily suspended by the Mayor, and he may prescribe temporarily such other rules and regulations as traffic conditions may require.
N. 
The coins required to be deposited in parking meters as provided herein are hereby levied and assessed as fees to provide for the proper regulation and control of traffic upon the highways, including the cost of supervising and regulating the parking of vehicles in the parking meter zones created hereby, and the cost of the purchase, installation, supervision, protection, inspection, operation, maintenance, control and use of the parking meters. The coins deposited in parking meters shall be collected and accounted for under the direction of the Borough Manager and shall be deposited by him in the general Borough account at least once a week.
O. 
Except as herein modified, all existing parking regulations of the Borough shall be and remain in full force and effect.
P. 
Any person, firm or corporation violating any of the provisions of this section or aiding, abetting or assisting in the violation of any such provisions shall, upon conviction before a Magisterial District Judge, be sentenced to pay a fine of not less than $2 and not more than $50 and costs of prosecution for each offense and, in default of the payments of such fine and costs of prosecution, shall undergo imprisonment in the Borough lockup or the county jail for a period not exceeding 10 days.
