Pursuant to §§ 62.11(5), 66.0101
and 66.0509, Wis. Stats., there is hereby established a civil service
system of selection, tenure and status applicable to all municipal
employees, except the Mayor and members of the Council, the City Clerk,
the Treasurer, Finance Officer, Human Resources Coordinator, Community
Development Director, Planning Manager, Building Inspector, members
of boards and commissions, election officials, employees subject to
§ 62.13, Wis. Stats., members of the judiciary, City Attorney
and special counsel.

All employees appointed to the Civil Service
shall be appointed from a qualified Civil Service list. All such employees
shall be subject to fringe benefits as granted to all City employees
under civil service classification.
