In the interest of public health, safety and welfare, the City enacts this article to provide for the control of certain animals within the City of Cohoes.

It shall be unlawful within the City of Cohoes to feed any animal, wild or domestic, in any public place, including but not limited to public parks, ponds, streets, lots, sidewalks, or alleys.
It shall be unlawful for any person, persons, firm or corporation owning, possessing, harboring or having the right to control farm animals, wild animals, reptiles, wild and domestic, or primates, wild and domestic, to allow said animals to run at large on any highway, street, public place or private property of others. An animal wandering, roving or rambling at will, unrestrained, will be considered running at large.

It shall be unlawful for any person, persons, firm or corporation owning or possessing a reptile to openly display or allow to be visible said reptile in any public place or way, including but not limited to, streets, sidewalks, alleys, parks, municipal buildings and parking lots. It shall be lawful to transport a reptile in the public way if said reptile is fully contained in a closed cage with sufficient covering material so that the reptile is not visible.
It shall be unlawful for any person, persons, firm or corporation owing, possessing, harboring or having the right to control farm animals, wild animals, reptiles, wild or domestic, to bring, permit to be brought or allow to run at large said animals in City parks, on Cayuga Plaza grounds or in Canal Square without first obtaining a license to do so from the Commissioner of Public Safety or his designee. The procedure for obtaining a license to bring or to be brought said animals into City parks, on Cayuga Plaza grounds or in Canal Square shall be determined by the Commissioner of Public Safety.
A fee of $50 will be charged for the filing of an application for a license to bring or permit to be brought any farm animals, reptiles, wild or domestic, or primates, wild or domestic, into City parks, on Cayuga Plaza grounds or in Canal Square. Such application fee shall be nonrefundable, regardless of whether the application for such license is approved or disapproved by the Commissioner of Public Safety or his designee. The Commissioner of Public Safety or his designee may waive the application fee if he determines that to do so would be in the public's best interest.
Any person, persons, firm or corporation owning or leasing land adjoining a cemetery located within the City of Cohoes and who owns, possesses, harbors, has the right to control or allows farm animals to graze in or pasture on said adjoining lands must erect and maintain a fence or fences sufficient to restrain such animals from entering into the cemetery or cemeteries adjoining said lands.

Any person, persons, firm or corporation violating any section of this article shall, upon conviction, be punishable by a fine of not more than $250 or imprisonment for not more than 15 days, or both such fine and imprisonment. Each animal in violation of this article and each day of occurrence shall be deemed a separate offense.
