A. 
Except as hereinafter provided, all City parks are declared to be off limits and closed to any and all persons before the hour of 7:00 a.m. and after the hour of 9:00 p.m. Persons participating in organized sports or recreation leagues for uses and at times authorized by the Human Services Director, or participating in organized events or programs held by organizations granted a license by the City for park use or in City-sponsored events, shall not be subject to the hours of operation herein but rather the times set forth in the license or authorization.
B. 
Notwithstanding the Cite-wide closing time of 9:00 p.m. for parks, the lighted basketball and tennis courts and immediate areas within the following City parks shall be open to public use until 10:30 p.m. during the months of June, July, August, and September: Van Schaick Park, Sunset Park, Craner Park, Berkley Park, and Alexander Street Park.

Rules and regulations for the use of the swimming pool at Lansing Park, including the hours for opening and closing of the same, shall be made and promulgated by the Cohoes Recreation Commission Department.

Destruction or damage to equipment or property of the City of Cohoes located within the confines of the City parks shall be a misdemeanor subject to the penalties set forth in § C3-14 of the City Charter, in addition to the cost of repairing the damage. Parents and guardians of minors guilty of an offense against this section shall be held liable for any damage caused by said minors.

The use of alcoholic beverages or the possession of the same by any person or persons is prohibited at all times within the confines of any City park. Alcoholic beverages shall be permitted in Lansing Park by prior permit only. Permits shall only be issued to organizations deemed qualified by the Police Chief. Permits will be issued by the Police Department.
For the purpose of assisting the Police Department in enforcing this article, the Police Department is authorized to issue court appearance tickets to any and all persons who are acting in violation of this article. Furthermore, the Cohoes Recreation Department is authorized to utilize any necessary number of its employees for the purpose of enforcing this article and policing the City parks. The Mayor of the City of Cohoes in his discretion may order said employees to be equipped with full police power.
Littering in any and all of the City parks is also prohibited by this article and shall be subject to a fine of not more than $25.

Unless otherwise provided, any person or person violating any of the provisions of this article shall be subject to a fine of not more than $250 or imprisonment for not more than 15 days, or both.
