As used in this chapter, the following terms shall have the meanings indicated:
COMMERCIAL VEHICLE
Any truck, trailer, semitrailer or tractor-trailer combination used for commercial purposes in the transportation of property.
No person shall operate or move a commercial vehicle, while transporting sand, gravel, refuse or other loose material, over any city street unless its load or cargo is secured in such a manner so as to keep the load or cargo firmly in position and to prevent thereby the falling of any part of such load or cargo of such vehicle onto a city street.
A violation of this chapter shall be punishable by a fine of not more than $250 or imprisonment for not more that 15 days, or both.
