A. 
The Town Clerk shall cause all ordinances enacted by the Town Council where no finances are involved to be published twice within twenty (20) days after their enactment in a newspaper in general circulation in the town.
B. 
The Town Clerk shall cause all ordinances where finances are involved to be advertised for public hearing three (3) times, once by entirety and twice by reference if the ordinance is lengthy, once a week for three (3) successive weeks before the time set for the hearing, as well as once in its entirety after passage, in a newspaper in general circulation in the town.
The Town Clerk shall number all ordinances consecutively in the order of their adoption commencing with the number one (1).
