The purpose of this chapter shall be to provide a process for the disposal
of excess and/or surplus personal property owned by the Town of Charlestown.
The Town Administrator is hereby authorized to compose rules and procedures
for the disposal of excess and/or surplus personal property owned by the Town
of Charlestown. Any such rules and procedures which may be drafted, or as
amended from time to time, by the Town Administrator shall be submitted to
the Town Council for review and adoption by resolution. Once any such rules
and procedures for the disposal of excess and/or surplus property owned by
the Town of Charlestown are adopted by the Town Council by resolution, such
adopted rules and procedures shall have the full force and effect of an ordinance
and shall be used to govern the disposal of any and all excess and/or surplus
property owned by the Town of Charlestown.
