The purpose of this ordinance is to establish a local retail firearm dealer's licensing procedure whereas to be in compliance with Rhode Island State Law.
All persons wishing to obtain a retail firearm dealer's license to sell within the geographic boundaries of the Town of Charlestown, State of Rhode Island, pistols, revolvers, rifles and shotguns at retail shall make application for such a license to the Town Council of the Town of Charlestown.
A. 
Effective date. Any such license issued to a retail firearm dealer shall not be effective for more than one (1) year from the date of issuance, and any such license is subject to the retail firearm dealer being in total compliance with all applicable federal, state and local laws.
B. 
Licensing fee. The fee for the issuance of said retail firearm dealer's license shall be five dollars ($5.).
C. 
Conditions. The licensee shall be subject to the following conditions, and a breach of any of these conditions shall subject the license to forfeiture:
(1) 
The business shall be carried on only in the building designated in the license.
(2) 
The license or a copy thereof, certified by the issuing authority, shall be displayed on the premises where it can easily be read.
(3) 
No pistol or revolver shall be sold in violation of any provision of this chapter, nor shall a pistol or revolver be sold under any circumstances unless the purchaser is personally known to the seller or shall present clear evidence of his identity.
