No person acting alone or in concert with others
shall:
A.
Act in an intimidating, violent or tumultuous manner
toward another or others whereby any person is placed in fear of safety
for his life, limb, health or well-being.
B.
Act in an intimidating, violent or tumultuous manner
toward another whereby the property of any person is placed in danger
of being damaged, mutilated, defaced or destroyed or is, in fact,
mutilated, damaged, defaced or destroyed.
C.
In a public place, use words that are calculated,
designed or likely to disrupt the peace or language or words which
by their very nature or utterance inflict, or are likely to inflict,
injury or which tend to incite outrage, turmoil or disturbance of
the public peace.
D.
Have an intimidating, violent or forceful manner at
any time in, upon or in the proximity of a public place in such manner
that such conduct constitutes a clear and present danger to the free
and lawful movement of any person or to the extent that any other
person will be, or is likely to be, restrained, enjoined, incapacitated
or stopped in their lawful exercise of business, occupation, amusement,
recreation or any other lawful pursuit
E.
Cause, provoke or engage in any fight, brawl or tumultuous
or riotous conduct so as to endanger the life, limb, health or well-being
of another.
F.
Join, assemble or congregate with one or more persons
for the purpose of causing, provoking or engaging in any fight or
brawl.
G.
Disturb the peace of another or others by violent,
indecent, offensive, hostile, boisterous or obscene conduct, language
or gestures, which conduct, language or gesture is designed or calculated
or likely to cause anguish or injury to another or others.
H.
Throw any stone, snowball or other missile object
upon or at any person, vehicle, building, tree, sign or other public
or private property.
I.
Roughly or forcefully crowd, jostle or push any person
in any public place.
J.
Expectorate, urinate or defecate on any public street,
alley, sidewalk or floor of any public place or public building or
any place or building where the public shall have the right to gather
or to which it shall have access.
K.
By acts of violence, interfere with another's pursuit
of a lawful occupation.
L.
Willfully, knowingly, wantonly or recklessly make
a false alarm or cry of fire, a false request for the assistance of
any fire-fighting apparatus or personnel; likewise, shall willfully,
knowingly, wantonly or recklessly make a false report or request for
assistance of any public or private rescue or assistance services
or, similarly, make a false cry, alarm or request for police assistance.
M.
Prowl or wander in or upon the private property of
another or, without good reason, or without visible or lawful business
with the owner or occupant thereof, peek, peep or peer in any door
or window of any building or structure thereon.
N.
Maliciously or without good cause interrupt, harass
or molest the speaker or speakers at any lawful assembly, meeting
or gathering or impair the lawful rights of others to participate
in such assembly, meeting or gathering when such conduct is calculated
or likely to provoke disorderly conduct and procedure of the same
or to cause turmoil or disturbance at home.
O.
Act in a manner designed, likely or tending to cause
or provoke a disturbance in any public building or place of business
wherein matters affecting the public are being considered or deliberated
and which is designed, likely or tending to interfere with the orderly
conduct or procedure of such consideration or deliberation.
P.
Frequent any public place with the intention to obtain
money or other things of value from another or others by illegal or
fraudulent schemes, tricks, artifices or devices.
Q.
Assemble for the purpose of engaging in any fraudulent
schemes, devices, artifices or tricks to obtain any moneys or things
of value in any place or places from any person or persons.
R.
Display any deadly weapon or instrument or thing which
by its appearance may be considered a deadly weapon in any public
place in a manner calculated or likely to alarm or frighten another
or others.
S.
Join, collect or assemble in bodies or crowds for
unlawful purposes as defined by any ordinance of the town.
A.
It shall be unlawful for any person to sleep in the
nighttime in any automobile or motor vehicle of any description parked
on any highway, public beach, parking lot, picnic grounds or on any
other public or semipublic area or in any automobile or motor vehicle
of any description parked upon the grounds of any other person in
the town; or for any person to aid, assist, encourage or promote the
same to be done by any other person or persons.
B.
It shall be unlawful for any person to sleep in the
nighttime on any highway, public beach, parking lot, picnic ground
or on any other public or semipublic area or upon the grounds of any
other person in the town; or for any person to aid, assist, encourage
or promote the same to be done by other person or persons.

No person shall bathe or swim, or attempt to
bathe or swim, in any granite quarry hole or abandoned granite quarry
hole in the town and the violator shall be fined in the amount not
to exceed $50. Enforcement of this section shall be through the Charlestown
Police Department.

All fines levied in § 162-3, are payable to the Town of Charlestown within 14 days of the offense. Failure to pay the fine as required within 14 days shall subject the violator to an additional fine not to exceed $50 and to answer to the offense in Municipal Court, unless such nonpayment is handled in accordance with § 162-3.2.

Any fine levied in § 162-3, disputed by the violator, may be adjudicated in the Municipal Court, provided that such adjudication is requested in writing within 14 days of the offense. This ordinance shall take effect upon its passage.
No person shall stand, fish or crab on Creek
Bridge, or the abutments thereof, or any other part of said bridge,
on Charlestown Beach Road, which bridge is over the channel connecting
Charlestown Pond and Green Hill Pond.
Every person who shall willfully cut or deface
or otherwise injure any public building or fence or other property
of the Town of Charlestown shall be fined not less than twice the
amount of the damage done.

A.
Violators
shall be prosecuted by the Chief of Police of the Town of Charlestown
or his/her designee by issuance of a summons in the Municipal Court.
B.
Any person
who shall violate any provision of this chapter shall, upon conviction
thereof, be punished, for each violation, by a fine of not more than
$500 or by imprisonment for not more than 30 days. The continuation
of a violation of any provision of this chapter shall constitute,
for each day the violation is continued, a separate and distinct violation
hereunder.
