An applicant for approval of an administrative subdivision shall submit a plan labeled "Administrative Subdivision", drawn to a scale of not less than 1 inch to 100 feet showing all of the items listed in Section 14.3, Administrative Subdivision Checklist.

A. 
Certificate of Completeness. Within fifteen (15) days of receipt of an application for an administrative subdivision, the Administrative Officer shall either issue or deny a certificate of completeness for the application materials submitted. Such certificate shall only be issued if all requirements of the administrative checklist are complete and submitted with the application. The Administrative Officer shall notify the applicant of the issuance or denial of the certificate in writing by regular mail. See Figure 7-1, Administrative Subdivision Review.[2]

B. 
Review. Within fifteen (15) days after the issuance of a certificate of completeness, the Administrative Officer shall review the application and approve, approve with conditions, deny or refer it to the Planning Commission with recommendations. The Administrative Officer shall report all actions on administrative subdivisions to the Planning Commission at its regularly scheduled monthly meetings. If the Administrative Officer fails to take any action after the fifteen days following the issuance of a certificate of completeness, the application shall be placed on the next available agenda of a regularly scheduled meeting of the Planning Commission.
C. 
Approval. If the Administrative Officer approves the application, the applicant shall prepare a Mylar of the plat. The Mylar shall be signed by the Officer and the applicant shall record the Mylar in accordance with the provisions of Section 3.5. Recording, of these Regulations. The applicant shall record the approved and signed Mylar within ninety days. Approval shall expire if the Mylar has not been recorded within the ninety days.
D. 
Denial. Denial of the application by the Administrative Officer shall require the application to be submitted to the Planning Commission as a minor subdivision application.
E. 
Planning Commission Referral. When an administrative subdivision application is referred to the Commission, the Commission shall consider the application and the recommendations of the Administrative Officer. The Commission shall approve, approve with conditions, or deny the application within sixty-five (65) days of the issuance of the Certificate of Completeness. Failure of the Commission to act within the required time shall constitute approval of the administrative subdivision plan. The Administrative Officer shall verify as to the failure of the Commission to act within the required time and the resulting approval upon written request from the applicant.
