A. 
The owner of any motor vehicle which is towed away from a public highway or who abandons any motor vehicle on any public highway or private property other than his own in the Town of Charlestown shall be liable for all costs and expenses incurred for said towing.
B. 
The owner of said abandoned motor vehicle shall receive written notice of the towing expenses, and failure to pay said towing expenses within ten (10) days of written notice shall be punished, upon conviction, by a fine not in excess of five hundred dollars ($500.), imprisonment for not more than thirty (30) days and/or twenty (20) hours of community service.
