The Mayor of the City of Camden is hereby authorized to appoint a Camden City Cable Television Advisory Commission of nine persons.
The Commission shall be comprised of a maximum of one person from the City Council and two persons from city administration, and the remainder shall be residents of the City of Camden.
The term of the appointment shall be for three years at the pleasure of the Mayor, with the advice and consent of the City Council. However, to assure stability of experience in subsequent Commissions, the initial appointments to the Commission shall be staggered so that 1/3 shall be one-year appointments and 1/3 shall be two-year appointments, with the remaining appointments for three years.
The Commission shall elect officers from amongst the body. The officers shall be a President, a Vice President and a Secretary-Treasurer. Each office shall be for a term of one year. Elections shall be held each year at the annual meeting in July.
The Commission shall hold an annual meeting on the second day of July, unless that day is a Sunday, in which case it shall meet on the next succeeding day. The Advisory Commission shall meet regularly thereafter one day each month, on the second Wednesday of the month at 8:00 p.m. When the time for any regular meeting of the Commission falls on a legal holiday as prescribed by law, such meeting shall be held at the same hour on the next succeeding day which is not a legal holiday.
Special meetings of the Commission may be held on call of the President or, in his absence, by the Vice President.
A quorum shall consist of five members.
The Camden City Cable Television Advisory Commission's primary function shall be to act as an advisory committee to the Mayor and City Council in matters related to the municipal cable television system. The Advisory Commission shall also act as a liaison between the city administration, the community and the management of the cable television system, giving input of community interest and standards regarding programming, management and operation of the local cable system. It shall also be the duty of the Advisory Commission to monitor and enforce compliance with the Municipal Consent Ordinance once adopted pursuant to N.J.S.A. 48:5A-24. The Advisory Commission shall assist the City Council in conducting the public hearings prior to the adoption of the consent ordinance pursuant to N.J.S.A. 48:5A-23, Subdivision b. Upon the conclusion of public hearings, the Advisory Commission shall assist the City Council in the selection of a qualified applicant.
