Advisory capacity. 

There is hereby established a Hispanic Commercial Business Advisory Commission, hereinafter referred to as the "Commission." The Commission's purpose shall be to raise the visibility of commercial businesses in the City, help facilitate communications between the City of Camden and the broader commercial business community, and promote a customer-centered business climate through well-informed and organized cooperation.

The voting members of the Commission shall be comprised of commercial business owners, operators or employees who work in the City of Camden.

The Commission shall consist of seven members, five of whom shall be appointed by a majority vote of the City Council of the City of Camden. The City Council shall select its five members of the Commission from a list of individual candidates agreed upon by the City Council of the City of Camden. The Mayor shall appoint two members to serve on the Commission.

The Commission Chairperson shall be appointed by a majority vote of the Commission members, except that the first such Chairperson shall be directly appointed by City Council.

Commissioners shall each serve for a term of three years, except that the first of these appointees shall be designated to serve for the following terms: two for a term of one year; two for a term of two years; three for a term of three years.

The Commission shall advise the City Council on the following matters:


Identify and review City regulations, policies and issues that affect a commercial business's formation, job creation, growth and prosperity, such as the cost of doing business (licensing, fees, taxes, etc.) and access to resources for commercial businesses.


Research and review best practices in the development of recommendations to the City Council.


Work with the City Council and Administration to help educate commercial businesses about City policies, issues, and resources.


Demonstrate the importance of commercial businesses to the Camden community and the region.


Provide testimony to City Council in writing and/or through oral testimony.

The Committee shall meet periodically and in conformity with the Open Public Meetings Act, N.J.S.A. 10:4-1 et seq., and shall report to the City Council at least one time per year.

A quorum shall consist of 2/3 of the voting membership.

There is no provision herein made for the hiring or employment of officers and employees of the Commission. The Commission shall function solely in an advisory capacity in making recommendations to the City Council from time to time with regard to its purpose and duties stated above.
