There is hereby established a Human Relations Commission for the City of Camden hereinafter referred to as "Commission."


The Commission shall consist of nine members appointed as follows: the Mayor shall appoint two members and the City Council shall appoint seven members.

A member shall serve a term of two years. As to original appointments, four of the councilmatic appointments shall be for full two-year terms, and the remaining five members shall be appointed for one-year terms. There shall be no limitation on the number of terms members shall serve.


There shall be a City Council member, and the Mayor, or his designee, shall serve as nonvoting liaison to the Commission. The City Attorney shall appoint a member of the City Attorney's staff to serve as legal advisor.


In addition, there shall be a City Council liaison member and there shall be an administrative liaison member who shall serve as a nonvoting member, but shall be committed to report to the respective branch of the government on the activities of the government. The City Attorney shall appoint an attorney to serve an advisory capacity to the Human Relations Commission.

The Human Relations Commission shall meet as soon as practical after appointment of all members to select officers and adopt bylaws. Any and all expenditures of the Humans Relations Commission may only be authorized by the appropriate officers of the government of the City of Camden, more specifically, the Business Administrator and the Municipal Finance Office.

The Commission shall act in advisory capacity to the City of Camden to all branches of its government. This Commission is not intended to or in no way may it act or function as a review board for any actions of the governing body or any department thereof, including but not limited to the Police Department and may not infringe upon or in any matter assert any power granted by the statute of the State of New Jersey, the ordinances of the City of Camden, Mayor or City Council in the hiring, removal of any personnel or general supervision of any department, agency, official or employee of this city. The Commission shall endeavor to carry out educational programs to promote tolerance, understanding and harmonious relations between all of the individuals of the city, foster participation in and encourage all individual organizations, neighborhoods, community efforts, and create understanding, good will, cooperation and conciliation among all groups and all individuals in this city. The Commission shall reconcile problems brought to its attention by individuals in the city or the government itself with respect to matters involving human rights.
