The office of Administrative Assistant is hereby
created in and for the Borough of Paramus by and subject to the provisions
of this chapter.
The Administrative Assistant shall be appointed
by the Mayor with the advice and consent of the Council. If the Mayor
fails to nominate within 30 days after the office of Administrative
Assistant is created or after the office becomes vacant, or the Council
fails to confirm any nomination made by the Mayor, then, after the
expiration of said 30 days, the Council shall appoint the Administrative
Assistant, a majority vote having at least three affirmative votes
being required for such purpose, the Mayor to have no vote thereon
except in the case of a tie. If he is not a resident of Bergen County
at the time of appointment, the Administrative Assistant shall become
a resident of Bergen County within 90 days thereafter and remain so
during his tenure. The term of office shall be at the pleasure of
the governing body, and removal shall be governed by New Jersey statutes.
The Administrative Assistant shall receive such
compensation as shall be fixed from time to time by a general salary
ordinance. However, his compensation shall not be reduced during his
term of office, except by a two-thirds-majority vote of the Borough
Council.
The Mayor may designate a qualified Deputy Administrative
Officer of the Borough, subject to the confirmation of a majority
of the Borough Council, to perform his duties during his temporary
absence or disability until he shall return or his disability shall
cease.
A.
The Administrative Assistant shall be subject to the
Mayor and Council and shall perform the functions hereinafter enumerated
and such other duties as may be assigned to him by the Mayor and Council.
He shall be responsible for assisting in the coordination of activities
of all departments, boards and agencies.
B.
The Administrative Assistant shall be responsible
to the Mayor and Council for the following general areas:
(1)
Aid in the development of sound administrative, personnel
and purchasing policies and procedures, and implementation after approval
by the Mayor and Council.
(2)
Advice to the governing body on background information
in all matters it requests as an aid to the establishment of policy
or legislation.
(3)
Follow-up on matters of interest to the governing
body and bringing them to a conclusion under its direction.
(4)
Attendance at all regular meetings of the Mayor and
Council and special meetings at their request.
(5)
Recommendations to the governing body on legislation
concerned with the health, safety and welfare of the community.
(6)
Preparation and distribution, with the approval of
the governing body, of information concerning municipal affairs.
(7)
Preparation, in cooperation with the Borough Auditor,
of a proposed annual municipal budget after obtaining requests from
individual department heads and independent agencies.
(8)
Such other duties as may be required and prescribed
from time to time by the Mayor and Council.
