A.
The
Chief, Captains, and Lieutenants shall constitute the Executive Board.
The Board shall meet monthly or more frequently for the transaction
of Division business.
B.
The
Board shall coordinate with the Chief in the management of the Division
whenever matters pertain to emergency medical services as set forth
in the rules and regulations of the Division.
A.
The
Executive Board is hereby authorized, empowered and required when
necessary to adopt rules and regulations for the control, management,
and government of the Division. These rules and regulations, after
adoption by the Executive Board, shall not become effective and operative
until presented and approved by the Emergency Preparedness Coordinator
and the Chief of Police.
B.
Application.
These rules are applicable to all members of the Division.
C.
Distribution.
One copy of these rules shall be distributed to each employee of the
Division. Each employee will be required to acknowledge receipt of
the document.
D.
Responsibility
for maintenance. It is the continuing responsibility of each employee
to maintain a current copy of the rules, including additions, revisions,
and amendments as issued.
E.
Familiarization.
Employees shall thoroughly familiarize themselves with the provisions
of the rules. Ignorance of any provision of these rules will not be
a defense to a charge of a violation of these rules. It is the continuing
responsibility of each employee to seek clarification through the
chain of command for any rule that is not fully understood.
Pursuant to municipal ordinance, the Chief shall be the head
of the Division of Emergency Medical Services and shall be directly
responsible to the Emergency Preparedness Coordinator and the Chief
of Police for the efficiency and day-to-day operations of the Division.
Pursuant to policies established by the appropriate authority, the
Chief shall:
A.
Administer
and enforce the rules and regulations of the Division of Emergency
Medical Services and any special emergency directives for the disposition
and discipline of the Division and its employees;
B.
Have,
exercise and discharge the functions, powers and duties of the Division
of Emergency Medical Services;
C.
Prescribe
the duties and assignments of all employees;
D.
Delegate
such authority as may be deemed necessary for the efficient operation
of the Division of Emergency Medical Services to be exercised under
the direction and control of the Chief;
E.
Report
at least monthly to the appropriate authority in such form as shall
be prescribed on the operation of the Division of Emergency Medical
Services during the preceding month and make such other reports as
may be requested by the appropriate authority; and
F.
Allocate
funds within the budget which are appropriated by the governing body.
The responsibilities of the Executive Board are, subject to
the approval and oversight of the Emergency Preparedness Coordinator
and the Chief of Police, as follows:
A.
To
maintain the efficient operation of the Division.
B.
To
organize, control and maintain all property and resources of the Division.
C.
To
develop and implement policies and procedures necessary to govern
and direct the day-to-day operations of the Division.
D.
To
provide for the proper in-service training of all employees.
E.
To
maintain the overall discipline of the Division.
F.
To
maintain a constructive relationship with the public, community organizations,
the media and other agencies.
G.
To
prepare and submit the annual budget and proposed expenditure programs
to the appropriate authority or other designated officials.
The Borough shall appoint an EMS Program Coordinator. He/she
shall work a maximum of 24 hours a week and will be a part-time employee.
A.
Qualifications:
(1)
Be not less than 18 years of age.
(2)
Be subject to a criminal and motor vehicle check.
(3)
Possess a valid driver's license.
(4)
Possess knowledge of emergency medical care and the processes and
procedures of the Division of Emergency Medical Services.
(5)
Possess knowledge in computers and common programs including Microsoft
Word and Excel.
(6)
Be available to coordinate problems involving shift schedules.
(7)
The applicant is not required to be a member of the Division of Emergency
Medical Services.
(8)
If the applicant is a member of the Division of Emergency Medical
Services, the combination of hours as the EMS Program Coordinator
and the on-duty hours cannot exceed 24 hours per week.
B.
Responsibilities:
(1)
Maintain the staffing schedule of the Division.
(2)
Maintain a roster of all employees with their availability to cover
regular shifts and shifts that must be staffed due to sickness and
other absences.
(3)
Collect, review, and forward all patient care reports and forward
them to the authorized agency.
(4)
Collect, review, and forward all time sheets.
(5)
Any and all other functions necessary to ensure that shifts are staffed
and information is provided to the billing agent.
(6)
The EMS Program Coordinator will be an employee subject to all requirements,
allowances, and regulations of such employee set forth in this chapter.
(7)
The appointee shall serve a probationary period of six months.
(8)
The EMS Program Coordinator will submit a monthly activity report
to the Chief, Emergency Preparedness Coordinator, and the Chief of
Police. The Chief will include this report in his/her monthly report
to the Mayor and Council.
C.
Compensation.
The EMS Program Coordinator will be compensated at an hourly rate
established by the Mayor and Council.
An Assistant EMS Program Coordinator will be appointed from
among the qualified employees of the Division of Emergency Medical
Services to perform all of the duties of the EMS Program Coordinator
when he/she is on vacation or extended leave. The Assistant EMS Program
Coordinator will be subject to all of the requirements set forth in
this chapter and will be compensated at the same rate as the EMS Program
Coordinator for the period of time served in this capacity.
The Executive Board under the direction of the Chief, the Emergency
Preparedness Coordinator, and the Chief of Police shall see that timely
and accurate records are kept of all responses for calls for service,
training, attendance, certifications, and any other records required
by the state, Borough, or other authorized agency.
