There is hereby established and created the Paramus Cultural Arts Council.
The purposes of the Paramus Cultural Arts Council shall be to encourage, foster, promote, develop and conduct programs, projects and activities such as, but not limited to, art exhibitions and exhibits, concerts, theatrical productions, dance recitals, historical exhibitions and other similar activities for the benefit of the residents of the Borough of Paramus.
The Paramus Cultural Arts Council shall consist of four members at large, two alternate members and an additional three members, which three additional members (hereinafter referred to as the "mayoral appointees") shall be comprised of the Mayor or his designee, a member of the Borough Council appointed by the Mayor with the advice and consent of the Borough Council and a representative of the Board of Education appointed by the Mayor upon the recommendation of the Board of Education, with the advice and consent of the Borough Council. The initial membership shall consist of two members (excluding the mayoral appointees) holding three-year terms, one member (excluding the mayoral appointees) holding a two-year term and one member (excluding the mayoral appointees) holding a one-year term. All mayoral appointees and alternate members shall serve one-year terms.
The Paramus Cultural Arts Council shall elect from its membership a Chair, a Vice Chair and a Secretary.
The Paramus Cultural Arts Council shall adopt bylaws, which bylaws shall be subject to the approval of the Borough Council.
The Paramus Cultural Arts Council shall establish such standing committees as it deems necessary and appropriate.
The Paramus Cultural Arts Council is expressly authorized to develop revenue and to solicit and receive contributions, gifts and bequests, and to expend any such funds so received in furtherance of the purposes and objectives of said Council. In addition, the Paramus Cultural Arts Council shall be and is hereby authorized to expend such funds as are or may be provided and/or appropriated through the municipal budget annually by act of the Borough Council. All such expenditures shall be under the supervision of the Borough's Chief Financial Officer, who shall promulgate such procedures and protocols for the expenditure of such funds.
A. 
Records; semiannual report. The Paramus Cultural Arts Council shall keep records of its activities and finances and shall report to the Borough Council semiannually during the months of May and November of each year.
B. 
Minutes. The Paramus Cultural Arts Council shall prepare and maintain minutes of its regular and special meetings and promptly cause a copy of the same to be forwarded to the Borough Council.
C. 
Compliance with New Jersey Open Public Meetings Act.[1] All regular and special meetings of the Paramus Cultural Arts Council shall be subject to the requirements of the New Jersey Open Public Meetings Act, and all such regular and special meetings shall be conducted in accordance with the public notice requirements contained therein.

The Paramus Cultural Arts Council shall endeavor to ensure full cooperation and coordination of activities and plans with all other organizations of the Borough of Paramus dedicated to the pursuit of artistic, cultural, dance, dramatic, historical, musical, poetic and other activities of interest that may benefit the residents of the Borough of Paramus.
