There is hereby created a Shopping Center Safety Review Committee for the Borough of Paramus, hereinafter referred to as the "Committee."

A. 
The Committee shall consist of the following members:
(1) 
The O.E.M. Coordinator of the Borough, who shall serve as Chairman.

(2) 
One member from each of the following shopping centers:
(a) 
Mall at IV.

(b) 
Bergen Mall.
(c) 
Fashion Center.
(d) 
Garden State Plaza.
(e) 
Paramus Park.
(f) 
Towne Square.

(3) 
Two Council Commissioners of the Emergency Services. If more than two Emergency Services Council Commissioners exist, the Council shall select two of the representatives by vote of the Council.

(4) 
The heads of the following services shall serve as members of this Committee:

(a) 
Fire Department.
(b) 
Rescue Squad.
(c) 
Paramus Ambulance Corps.
(d) 
Police Reserves.
B. 
The Council members shall be selected by their respective parties.
All of the aforesaid appointees shall be appointed with approval of the governing body on an annual basis. Vacancies occurring within the Committee shall be filled in the same manner as a new appointment. The Committee shall organize immediately upon appointment and from its members select a Secretary.
No member of the Committee shall be salaried or incur any expense without approval of the governing body.
The Committee shall have the following duties:
A. 
It shall meet on a quarterly basis as a minimum requirement.
B. 
It shall review present safety measures at the shopping centers on an individual basis and on a collective basis.

C. 
It shall submit confidential quarterly written progress reports to all members of the governing body.
D. 
It shall, as the need exists, submit written recommendations to all members of the governing body to enable it to enact ordinances and to revise existing ordinances for the continuous updating and improvement of safety conditions for the patrons of the shopping centers.
