No person shall litter or cause or permit to be littered with refuse, debris, scrap paper, waste material or discarded material, old lumber or materials obtained from dismantled buildings or old iron or other metal or substance, glass, beer bottles or beer cans, machine parts, discarded machinery and other kinds of junk any portion of lands and premises in the Borough not enclosed within a building.
The Building Subcode Official (formerly known as the "Building Inspector") shall be the officer in charge of enforcement of § 289-1 of this article. It shall be his duty to inspect any land and premises concerning which complaints are filed by any person to the effect that any lands and premises are or may be existing in violation of this article or concerning which reports are made by the Volunteer Fire or Police Departments of the Borough as probably existing in violation of § 289-1 of this article.
Whenever it shall appear to the Building Subcode Official that there exists a violation, he shall forthwith notify, in writing, the person or persons who are in violation, directing such person or persons to take the immediate steps necessary to clear the lands and premises referred to in the notice.
Any person who shall not within seven days after receipt of such written notice have removed the litter from the lands and premises referred to in the notice shall be subject to the penalties prescribed in § 289-6 of this article.
It shall be unlawful for any person to litter or to cause any refuse, debris, paper, waste material, beer cans or beer bottles to be littered or to discard any material on any roadway or private or public property within the Borough of Paramus. The Police Department or any citizen shall have the right to file a complaint against anyone seen violating the terms of this section of this article.

Any person who violates any section of this article, upon conviction, shall be subject to the penalties provided by § 1-15 of this Code. Each day that such litter is not removed, pursuant to this article, to the satisfaction of the Building Subcode Official or his designee shall be deemed a separate offense under this article.
Nothing herein contained shall be construed to prevent the Borough or any officer or agent thereof or any other person from pursuing any other remedy which it may have to prevent or abate a violation of any provision of this article.
