No person shall appear in a state of nudity upon state-owned lands within the borders of the Borough of Paramus which are under the jurisdiction of the state, including, without limitation, all lands owned by, controlled by, managed by or leased by the state. A person shall be found in a state of nudity when his clothing or absence of clothing completely exposes to public view the person's anus, genitals, pubic area or female breasts or makes any indecent or unnecessary exposure of his or her person which he knows or reasonably expects is likely to be observed by other nonconsenting persons who would be affronted or alarmed by such conduct.

Any person found to be in violation of this chapter is a disorderly person and shall be subject, upon conviction, to the penalties provided by § 1-15 of this Code.

A. 
No person shall urinate or defecate upon a public building, public street, public park or other lands or property owned by the Borough of Paramus or property owned by any other governmental agency or public agency.
B. 
It shall likewise be unlawful for any person to urinate or defecate so as to be observed by another person who is occupying a public building, public street, public park or other lands or property owned by the Borough of Paramus or property owned by any other governmental agency or public agency.
C. 
Nothing in this section shall prohibit a person from performing such excretory functions in a bathroom, water closet, latrine or similar site intended for such purposes.
