A.
Whenever the owner or owners of lands within the Borough
shall lay out any street, road, avenue or other public place on said
land, the owner or owners of more than 1/2 of the linear feet
fronting on said street, road, avenue or other public place or part
thereof may petition the Mayor and Council to accept such street,
road, avenue or public place as the public highway.
B.
Such petition shall be accompanied by a map showing the proposed width and length of the street, road, avenue or public place, with the names of the owners and frontage owned by them respectively marked thereon, and such map shall also show the grades of said street or the rise or descent marked thereon every 50 feet for the entire length of such street, road, avenue or public place, and such map shall conform with §§ 383-23 and 383-24 of this article.
C.
The map covering the plan of the street or streets
to be accepted shall be submitted on Imperial tracing cloth, and the
scale thereon shall be one inch to equal 100 feet. The profile shall
also be submitted on government aide sheets also on Imperial tracing
cloth.
A.
Whenever any street or avenue shall be laid out and
opened for its full width to be accepted as a public highway, the
roadway shall be in the center thereof and shall be not less than
30 feet in width between curbs.
B.
All streets and avenues to be accepted as public highways
shall be so graded that the crown of the roadway shall be one inch
below the opposite curb elevation and have a fall from the crown of
not less than five inches to the bottom of the curb at the gutter
on each side and be properly arched.
C.
All such streets, roads, avenues and other public
places shall have a longitudinal grade to a suitable point for the
overflow of water, to be shown by a plan and profile and to be approved
by the Mayor and Council.
A.
There shall be on each side a sidewalk space of not
less than 10 feet. Any sidewalks to be laid thereon shall be four
feet in width and the inner edge thereof shall be a distance of 36
inches from the property lines. There shall be a pitch of 1/4
inch to the foot between the inner and outer edge thereof toward the
center of the street.
B.
The sidewalk shall be so graded that there shall be
a rise of 1/4 inch to the foot from the top of the curb line
to the property line or street line.
A.
Before any street, road, avenue or other public place
is accepted as a public highway, such street, road, avenue or other
public place shall be graded in its entire width, including the sidewalks
and the slopes provided in this article, and paved with a hard surface
of no less degree of permanency than as set forth below by the owners
of the property abutting on said street, road, avenue or other public
place:

(1)
A bituminous concrete pavement shall be required on
all streets in the Borough of Paramus. All new street paving shall
consist of the following:
(a)
A six-inch thick layer of dense graded aggregate
thoroughly compacted.
(b)
A four-inch thick layer of bituminous concrete
stabilized base material, thoroughly compacted, equivalent to New
Jersey Department of Transportation material specification Mix I-2.
(c)
A two-inch thick layer of bituminous concrete
surface course, thoroughly compacted, equivalent to New Jersey Department
of Transportation FABC Mix I-5. A tack coat of asphaltic oil or emulsified
asphalt shall be applied between the stabilized base and the surface
course. The tack coat shall be applied at a rate of 0.10 gallons per
square yard.
B.
Types of pavement not coming within the classification
above but which may be considered more or less standard shall be first
submitted to the Mayor and Council for approval.
