The Board shall organize annually in January. This organization meeting shall be held as soon after the first of each year as may be practical, at which time there shall be elected a President and Vice President for the Board to serve for the year.
At the annual organization meeting or as soon thereafter as possible, the President shall appoint the necessary standing committees. Each standing committee shall serve for the duration of the year in which the appointment is made.
The President shall at the organization meeting or as soon thereafter as possible appoint, subject to the confirmation by the Board, a Secretary who shall serve for the calendar year or until his successor is appointed and qualified.
The President shall at the organization meeting or as soon thereafter as possible appoint, subject to the confirmation by the Board, a Health Officer, sanitary inspectors, plumbing inspectors and such other officials and functionaries as may be required. All shall serve for the calendar year or until their successors are appointed and qualified unless a specific shorter term is specified.
The President shall appoint, subject to the confirmation by the Board, at least 10 days prior to the expiration of the current term of office of the Registrar of Vital Statistics a successor or reappoint the incumbent who shall serve for a period of three years or until a successor is appointed and qualified in accordance with the provisions of N.J.S.A. 26:8-22.
The President shall at the organization meeting or as soon thereafter as possible following the expiration of each three-year term appoint, subject to the confirmation by the Board, a Board of Examiners for a three-year period for the purpose of passing on the qualification of an applicant for a master plumber's license. Such Board shall consist of the Plumbing Inspector, a master plumber and a journeyman plumber. In the event of a vacancy, the president shall appoint a replacement to serve out the unexpired term.

The President shall make such other appointments subject to the confirmation of the Board as are deemed necessary. They shall be for the calendar year or until successors are appointed and qualified unless they are set for specific periods of service.

Whenever a vacancy occurs, the President shall fill such a vacancy forthwith, subject to the confirmation by the Board, for the balance of the term or a specified period, whichever is shorter.

The Board shall have the power to create such positions or to employ such additional services as it may deem necessary.

The salaries and compensation of the officers and employees shall be set at the time of their initial appointment by ordinance of the Board which may be amended from time to time. The Board shall adopt annually, or more often when necessary, appropriate salary ordinances setting staff salaries.
