A.
All residences and other establishments located along
the line of the Borough sewer system that can reasonably connect to
the public sewer shall be connected to and serviced by the public
sewer system.
B.
The Board may issue instructions to the property owner
so affected to connect within 30 days unless the property falls within
a newly established operational stage of the Borough's sewerage system
where the Borough has allowed a one-hundred-eighty-day period for
connecting. However, should a nuisance be created, the connection
must be made immediately.
A.
All work is to be performed in accordance with the
applicable sections of this chapter and other regulations of the Board
and the Borough.
B.
All pipes used in the installation of house connections
shall be laid on a smooth bottom in order to give the pipe a solid
bearing through its entire length, with a special groove cut in the
bottom of the trench for each hub. The soil shall be well compacted
on each side of the pipe. Such pipe shall be laid with the joints
properly caulked with lead. The spigot end and hub ends shall be concentric.
When permitted, joints in cast-iron bell and spigot soil pipe and
fittings may also be made by means of preformed, elastomeric, compression-type
gaskets conforming to ASTM C564-65T or other approved types.
C.
All pipe used in the installation of house connection
shall be so installed that the legend imprinted thereon indicating
the weight of such pipe may be seen from above and shall be exposed
for its entire length for examination and approval of the Plumbing
Inspector.
D.
Cleanouts shall be installed using a cast iron Y and 1/8
bend fittings. One cleanout plug terminated at ground level allowing
easy access for cleaning shall be installed at each realty improvement
at the point where the house connection connects to the house sewer
lateral.
E.
The transite cap or plug is to be removed by the plumber
from the house sewer lateral and the cast-iron adapter and rubber
ring is to be installed in the presence of the sewer inspector.
F.
After completion of final connection of the building
drain at one end and the house sewer lateral at the other end, both
connections shall be inspected and tested and approved by the Plumbing
Inspector before they are backfilled in accordance with this code.
In the installation of the house connection
to the house sewer lateral, the following standards are hereby established
as to the pipe to be used:
A.
Connections made to one- or two-family dwellings shall
use 45 pounds per length (five feet) medium-weight cast-iron pipe
of the best quality or 60 pounds per length (five feet) or extra-heavy-weight
cast-iron pipe of the best quality, no less than four inches in diameter.
B.
House connections made to buildings other than one-
or two-family dwellings shall use 60 pounds per length (five feet)
extra-heavy-weight cast-iron pipe of the best quality, no less than
four inches in diameter.
C.
In the event that the existing drain to which the
house connection is to be connected is larger than four inches in
diameter, then the house connection must be equal to or greater than
the size of the drain for its entire length.
D.
Extra-heavy-weight cast-iron pipe rather than medium-weight
cast-iron pipe as herein permitted shall be used in the installation
of any house connection under driveways, under filled areas or in
any other area as may be directed by the Plumbing Inspector whose
decision thereon shall be final.
E.
The use of medium-weight cast-iron pipe in installations
made to the one- and two-family dwellings as herein permitted shall
apply only to house connections made to the public sewer and shall
not apply to connections made to private sewage disposal systems which
shall still require the use of extra-heavy-weight cast-iron pipe.
A.
The Plumbing Inspector is authorized to grant permits
to install dry house connections and to make the necessary inspections
thereof when the house sewer lateral has been installed by the developer
for service to such building or when specifically authorized by resolution
of the Board. In new housing developments where dry sewer mains and
house sewer laterals have been installed by the developer as a requirement
by other public boards or bodies of the Borough, dry house connection
permits may be granted to the developer for the installation of such
dry house connections.
B.
Application shall be made to the Plumbing Inspector
for a dry house connection permit, as hereinafter provided under this
section.
C.
The dry house connection to be installed shall begin
five feet outside the inner face of the building wall which receives
the discharge from the building drain and shall be capped at this
point by expandable plugs known as "test plugs" and terminate joined
at the house sewer lateral.
D.
The pipe used for the installation of a dry house
connection shall be of a type and shall be laid in accordance with
the provisions of this code and all other ordinances of the Borough.
E.
No portion of the dry house connection shall be backfilled
until the same has been inspected and approved by the Plumbing Inspector.
F.
All house connections, dry or final, for which such
permit has been issued shall comply in all respects with the provisions
of this code and all other Borough ordinances.
A.
All house connections, dry and final, shall be inspected
and approved by the Plumbing Inspector in accordance with the provisions
of this code and all other Borough ordinances.
B.
No plumbing work for which a permit has been issued
in accordance with this chapter shall be placed in service until a
certificate of approval has been issued by the Board or its duly authorized
agent on forms provided by the Board for that purpose. Such certificates
of approval shall be issued in quadruplicate and shall be distributed
as follows:
C.
The issuance of a certificate of approval will constitute
a certification that the house connection has been installed in accordance
with the provisions of this code and all other Borough ordinances;
but the issuance of such certificate of approval is not and shall
not be construed as a guarantee by the Board or the Borough that the
house connection so installed will function satisfactorily, nor shall
it in any way restrict the powers or responsibility of the Board in
the enforcement of any law or ordinance relating to public health.
A.
No house connection, dry or final, shall be made nor
any work performed in connection therewith unless and until a permit
therefor has been issued by the Plumbing Inspector of the Borough.
B.
No such permit will be issued to any person other
than a master plumber who is in possession of a valid master plumber's
license from the Board or the state nor shall any plumbing work be
performed in accordance with such permit by any person other than
the holder of such valid master plumber's license or his employees,
except that a permit may be issued to a person to install a house
connection for a single-family dwelling used exclusively for his living
purposes, including the usual accessory buildings and quarters in
connection with such building, provided that:
(1)
Such person shall demonstrate to the satisfaction
of the Board or its duly authorized agent that he is personally qualified
to perform the plumbing work for such house connection and has the
necessary tools and testing equipment for the performance thereof;
(2)
Such person is the bona fide owner and occupant of
such dwelling;
(3)
Such plumbing work is to be personally performed by
such person; and
(4)
Such work will be performed in accordance with the
provisions of this code and all other Borough ordinances.
C.
Applications for dry house connection permits and
final house connection permits shall be on forms which will be provided
by the Board and shall be accompanied by a sketch showing the proposed
work to be done in sufficient detail so that a determination may be
made that the proposed work complies with the provisions of this code
and all other Borough ordinances.
There is hereby established the following schedule
of fees for permits and inspections for the installation of house
connections:
A.
For a dry house connection permit, a fee shall be
paid of $5, and for each of the required inspections in connection
therewith an additional fee of $5 shall be charged.
B.
These fees shall be in addition to the fees provided
for final house connection.
C.
For a final house connection permit, a fee shall be
paid of $5, and for each inspection in connection therewith a fee
of $5 shall be charged.
D.
For each reinspection of a final house connection
or a dry house connection caused by the failure of the licensee to
comply with the provisions of this code or permit issued a fee shall
be paid of $10.
The fees herein provided shall apply only to
house connection installations and shall be separate and apart from
any other fees required in connection with the performance of any
other plumbing work under this code or other ordinances of the Board.
