A.
There shall be a Department of Health and Human Services,
the head of which shall be the Health and Human Services Director.
B.
The Department of Health and Human Services shall
survey the quality of human life in the City with particular reference
to conditions affecting health and welfare and the relationship of
City services and functions to needs of the community. Within the
limits of its legal authority and funds available to it pursuant to
law, the Department of Health and Human Services shall organize and
administer programs and activities designed to maintain and improve
the quality of human life for those who live, work and visit within
the City.
C.
The positions within the Department of Health and
Human Services shall be as set forth in Appendix A, Active Titles
in Local Government, included at the end of this chapter.
D.
All references to the "Department of Human Services"
or the "Department of Human Resources" will all be deemed to be amended
to read "Health and Human Services."
E.
The designation "Department of Health & Human Services" shall
be an acceptable abbreviation for "Department of Health and Human
Services" in any City of Paterson document.
The Department of Health and Human Services
shall consist of the following Divisions and agencies:
A.
Within the Department of Health and Human Services,
there shall be the Health Division, the head of which shall be the
City Health Officer. The Health Officer of the City shall devote his
full time to the position of Health Officer and shall not engage in
any outside activities for monetary gain during his tenure of office
as Health Officer, except as specifically provided by the Mayor and
City Council from time to time pursuant to intermunicipal agreements;
provided, however, that the foregoing provisions shall not prohibit
the affiliation of such Health Officer with a medical school or a
recognized university or hospital.
B.
Under the supervision of the Health and Human Services
Director, the Health Division shall:
(1)
Have all the functions, powers and duties of a Local
Board of Health under Title 26 of the Revised Statutes, except that
as required by the charter, the Council shall have and exercise all
local legislation powers under that title.
(2)
Act in conformity with and be subject to the recognized
public health authorities and the minimum standards of performance
for Local Boards of Health in New Jersey as set forth in N.J.A.C.
8:52-1 et seq.
(3)
Plan and administer a comprehensive public health
program, including, without limitation thereto, environmental sanitation,
communicable disease control, child and adult health, health education,
laboratory services, prevention and control of dangerous drugs and
narcotic abuse and other services as may be authorized by the charter
or ordinance.
(4)
Administer and enforce the local health ordinances.
(5)
Plan, direct and administer all inspections and rodent
control activities of the City.
C.
The positions within the Health Division, Department
of Health and Human Services, shall be as set forth in Appendix A,
Active Titles in Local Government, included at the end of this chapter.
Within the Department of Health and Human Services,
Division of Health, there shall be a Vital Statistics Bureau to function
pursuant to law.
A.
Within the Department of Health and Human Services,
there shall be the Welfare Division, the head of which shall be the
Welfare Director appointed by the Local Assistance Board pursuant
to N.J.S.A. 44:8-117.
B.
Within the Welfare Division, there shall be a Local
Assistance Board consisting of five members, to be appointed by the
Mayor with the approval of Council.
C.
The Welfare Director, under the supervision of the
Local Assistance Board and except as otherwise required by the charter
or ordinance, shall:
(1)
Administer laws and ordinances relating to relief
of the needy, including the furnishing of all forms of public assistance
to needy persons who are eligible for assistance provided by law through
county and state agencies.
(2)
Provide or arrange for shelter and custodial care
to dependent and homeless men and women.
(3)
Furnish staff services to the Local Assistance Board.
A.
Within the Department of Health and Human Services,
Consumer Protection Division, there shall be the Office of Rent Leveling,
the head of which shall be the Rent Leveling Administrator.
A.
Within the Department of Health and Human Services,
there shall be the Youth Services Division, which shall be known as
the "Youth Services Bureau," the head of which shall be the Director
of Youth Services.
B.
The Director of Youth Services, under the supervision
of the Director of Health and Human Services, shall:
(1)
Plan and administer a comprehensive youth services
program that will work to reduce the number of juvenile offenders
within the City, assist the juveniles already in the system and plan
and implement effective preventative strategies.
(2)
Provide training to increase parents' ability to deal
successfully with demonstrative or emerging causes of delinquency.
(3)
Provide leadership in the coordination of service
delivery with other youth service agencies within the community.
A.
Within the Department of Health and Human Services,
there shall be the Division on Aging and Disabled Services, the head
of which shall be the Program Development Specialist/Aging. The Program
Development Specialist/Aging shall be responsible for the identification
of persons who are aged or have disabilities as well as the coordination
and procurement of services that will enhance their quality of life.
B.
Under the supervision of the Health and Human Services
Director, the Division on Aging and Disabled Services shall:
(1)
Enhance the quality of life of the elderly and disabled
population of the City of Paterson through the facilitation of direct
services and appropriate referrals.
(2)
Coordinate all City programs and activities for the
elderly and disabled population of Paterson.
(3)
Advocate and network with other local social services
agencies and other resources on behalf of the elderly and disabled
of Paterson.
(4)
Assist the elderly and disabled with needed services
and benefits.
(5)
Develop and implement recreational and educational
events that fulfill the sociocultural and emotional needs of the elderly
and disabled.
C.
Within the Division on Aging and Disabled Services,
there shall be the Council on Aging and the Council on the Disabled,
Inc. The members of said advisory Councils shall be appointed by the
Mayor.
(1)
The Council on Aging shall attempt to overcome, by
decisive action, aging-related problems and to set reasonable and
reachable goals that benefit the elderly of the City.
(2)
The Council on the Disabled, Inc., shall provide the
disabled citizens of the City of Paterson a forum for expressing to
the Mayor and the municipality the concerns and needs of the disabled
in the areas of housing, transportation, recreation, employment, education
and legislation.
