A. 
The City Council shall make and adopt such rules and regulations concerning the conduct and duties of the officers and men of the Fire Division, the kinds of uniforms and insignia to be worn by them, the markings and insignia on marked fire vehicles and such other matters as may be necessary for the proper government, control, discipline and regulation of the Fire Division.
B. 
Such rules and regulations adopted by the Director shall be known as the "Rules and Regulations for the Government of the Fire Division of the City of Paterson, New Jersey," and shall be binding upon each member and employee of the Fire Division.
C. 
The rules and regulations of the Fire Division heretofore adopted are hereby continued until altered or amended.
A. 
Every member of the Fire Division shall be presented with a copy of the rules and regulations referred to in § 39-13.
B. 
It shall be the duty of each member of the Division to comply with every requirement thereof applicable to him.
