As used in this chapter, the following terms
shall have the meanings indicated:
An establishment, facility or place of business in the City
conducted and used for the purpose of washing, cleaning, drying, dyeing
and laundering clothes and other washable materials in coin-operated
machines. "Coin-operated laundry" shall include facilities in dwellings
and apartment houses restricted to use by persons residing in said
dwelling or apartment house.
Includes the commission of acts by one or more persons in
and upon the premises where a coin-operated laundry is located with
intent to provoke a breach of the peace or whereby a breach of the
peace may be occasioned; or refusal to move from said premises after
being requested to do so by the operator of said premises or the person
then in charge of said premises or by a police officer of the City;
or congregating at said premises with other persons so as to molest
or interfere in any way with the free passage of any person lawfully
on said premises.
A.
No person shall engage in, conduct or operate a coin-operated
laundry business within the City without first having obtained a license
therefor from the City issued by the Licensing Division after approval
thereof by the Council.
B.
A separate license shall be required for each coin-operated
laundry location.
C.
No license shall be issued under this chapter unless
the premises in which the coin-operated laundry is to be operated
complies in all respects with the requirements of the applicable City
codes and ordinances and laws of this state.
A.
The application for a license shall be filed with
the Licensing Division upon forms approved by the Council. A separate
application shall be filed for each location.
B.
Each application shall state the following:
(1)
The name and address of the person who will engage
in, conduct or operate the coin-operated laundry business.
(2)
The exact location and size of the premises wherein
the coin-operated laundry is to be located.
(3)
The location in said premises where the coin-operated
laundry is to be operated.
(4)
The maximum amount of water to be used daily in connection
with the operation of the coin-operated laundry.
Each license shall be issued for a term of one
year or a portion thereof commencing on January 1 or thereafter and
shall expire on the 31st day of December following the date of issuance.

The fee for a license issued under this chapter
for the calendar year or any portion thereof shall be $50 for each
coin-operated machine installed in the coin-operated laundry, provided
that the minimum license fee for any coin-operated laundry shall be
$100. Any application for a license renewal which is not completed
within 30 days of the renewal date shall be subject to an additional
late administrative charge equal to 10% of the cost of the license
renewal.
A.
Each coin-operated laundry shall be kept clean and
dry, be adequately ventilated and provided with sufficient natural
or artificial light. The walls of the premises shall be covered with
nonabsorbent cement or other impervious material.
B.
All plumbing work and facilities used in the coin-operated
laundry shall conform to the provisions of the uniform construction
codes and shall be maintained in good condition.

C.
The coin-operated laundry shall, at all times, comply
with the requirements of the applicable City codes and ordinances
and laws of this state.
In the operation of a coin-operated laundry,
no machinery shall be used or operated as to cause unnecessary or
unreasonable noise or vibration to the annoyance of residents in said
premises or in the surrounding neighborhood.
No coin-operated laundry shall operate or be
permitted to operate unless the entire premises shall be fully visible
from the street. This section shall not apply to the premises of coin-operated
laundries in dwelling or apartment houses where the use is restricted
to persons residing therein.
No person shall loiter in and upon the premises
where a coin-operated laundry is located.
No coin-operated laundry shall be open or be
permitted to operate between 11:00 p.m. and 7:00 a.m. except that
any machine which has been started before 11:00 p.m. may be permitted
to complete its cycle of operation.
No diapers or other articles containing body
excrement or discharge shall be permitted to remain in and upon the
premises of a coin-operated laundry. They shall, as speedily as possible,
be placed in coin-operated machines specially designated for such
purpose. All such machines shall be appropriately and conspicuously
marked and shall not be used for any other purpose.
In addition to the penalties prescribed in § 301-13, any license issued under this chapter may be revoked by the Council, after notice and hearing, if it appears after such hearing that the licensee has violated any of the provisions of this chapter or that the licensed premises have been maintained in such manner that continuance thereof is detrimental to the public health, safety and the general welfare of the community. Pending a revocation hearing, the license may be suspended for no longer than two weeks.

Any person who violates any provision of this
chapter shall, upon conviction thereof, be punished by a fine not
exceeding $1,000, by imprisonment for a term not exceeding 90 days
or by a period of community service not exceeding 90 days, or any
combination thereof. A separate offense shall be deemed committed
on each day during or on which a violation occurs or continues.
