A. 
No person shall use or occupy any space or place in or on any public street of the City with a stall, stand, cart or wagon or truck or other vehicle maintained stationary therein or thereon for the sale or offering for sale of any merchandise of whatever kind or character; provided, however, that such person, if licensed under this article, shall be permitted to stop his vehicle at the curb when requested to do so by prospective purchasers for the purpose and during the process of consummating said sale.
B. 
The Director of Public Works or his designee shall cause any stall, stand, cart, wagon, truck or other vehicle maintained stationary upon or in any public street of the City, in violation of the provisions of Subsection A, to be removed forthwith and kept in some safe place until claimed by the owner by payment of the reasonable expenses incurred in such removal.

A. 
Sales prohibited. No person, including a peddler or hawker, shall display, sell, solicit or dispose of any goods, wares or merchandise on any sidewalk of the City at any time.
B. 
Persons exempt. The provisions of this section shall not be applicable to the following persons who are expressly exempt from its application:
(1) 
Persons who are entitled to special licenses pursuant to N.J.S.A. 45:24-9.
(2) 
Community organizations who organize permanent business establishments in the City to display merchandise on sidewalks adjacent to their permanent business establishment as part of a special event or celebration approved by the Municipal Council.

Roller-skating is prohibited on the streets of the City except in zones set apart for this purpose by the Department of Public Works.

Any person who shall apply to the Division of Planning and Zoning for the passage of an ordinance to vacate any street in the City shall, at the time of filing of the application, pay to the City Clerk, Planning and Zoning Division, the sum of $165 to cover the cost of advertising said ordinance and to pay the necessary filing fee with the Passaic County Registrar's office and to pay the costs of serving notices upon property owners.

Unless another penalty is expressly provided herein, any person who violates any provision of this article shall, upon conviction thereof, be subject to punishment by payment of a fine in the amount of $50. Fines are payable at the Violations Bureau without a court appearance. Costs of court of $30 will be imposed, consistent with New Jersey Court Rule 7:11-4, for all such payments.
