A. 
The City Council is hereby authorized to locate and designate as taxi stands the space alongside the curb adjacent to property used as public parks, public buildings, railroad stations, hotels, restaurants and theaters.
B. 
The City Council shall further designate the number of cabs which shall be authorized to stand at the taxi stand at a given time, and such number shall be displayed on a sign provided by the City of Paterson, and such sign shall be attached to a post or stanchion adjacent to the taxi stand.
C. 
Any property owner may apply to the City Council requesting that a taxi stand be established adjacent to his or her property. Such application shall state the number of cabs desired to occupy the stand at a given time.
D. 
No taxi stand shall be permitted without the consent of the owner of the property adjacent to the proposed taxi stand.
E. 
Taxi stands are authorized solely at the discretion of the City Council, and the City Council may revoke its consent at any time.
A. 
Only the designated number of taxicabs may remain at a taxi stand at any given time and all cars must be in single file and otherwise operate in accordance with all traffic rules and regulations.
B. 
No driver standing at the head of the line at a taxi stand shall refuse or neglect to carry any orderly person requesting a cab who agrees to pay the proper fare. Passengers may, however, select any cab he or she desires, whether it is at the head of the line or not.
C. 
As a cab leaves the line, those cabs behind it shall move up. All drivers seeking a space at the taxi stand shall approach only from the rear of the line and shall stop as near as possible to the last cab already on line.
D. 
No taxicab shall stand at the curb within 15 feet of the entrance to any building adjacent to a taxi stand.
