The Emergency Communications Planning Report and plan bond therein, as recommended by the Mayor, be and the same is hereby officially adopted as the official Pleasantville Emergency Communications Plan, a copy thereof being annexed hereto and herein incorporated by reference, without inclusion of the text thereof therein.
Copies of said plan have been placed on file in the office of the City Clerk and will remain on file there for the use and examination of the public.
In the event of a natural disaster or a local disaster emergency or a war emergency, when declared by the Emergency Management Coordinator of the City of Pleasantville, in accordance with federal and state laws pertaining thereto, the provisions of the emergency operational plan shall come into force.

The following words and phrases as used in this article shall have the meanings indicated:
DISASTER
Any unusual incident resulting from natural or unnatural causes which endangers the health, safety or resources of the residents of the City of Pleasantville and which is or may become too large in scope or unusual in type to be handled in its entirety by regular municipal operating services.
LOCAL DISASTER EMERGENCY
Includes any disaster or the imminence thereof resulting from natural or unnatural causes other than enemy attack and limited to the extent that action by the Governor under state laws pertaining thereto is not required.
WAR EMERGENCY
Includes any disaster occurring any where within the state as a result of enemy attack or the imminent danger thereof.
Whenever the City of Pleasantville Emergency Communications Plan shall come into force under the terms of this article, all employees of the city shall give full cooperation to the Emergency Management Coordinator and his staff in the planning, activating, coordinating and the conduct of disaster control operations within the municipality. Prior to the occurring of a disaster, local disaster emergency or war emergency, for test or drill purposes, all employees of the City of Pleasantville shall give every possible and reasonable cooperation to the Emergency .

Because of the existing and increasing possibility of the occurrence of disasters of unprecedented size and destruction from fire, flood, hurricane, tropical storm or other natural causes and in order to ensure that preparations of this city will be adequate to deal with such disasters and generally to provide for the common defense and to protect the public peace, health and safety and to preserve the lives and property of the residents of this city, it is hereby found and declared to be necessary to create a Municipal Emergency Management Agency; to provide for the rendering of mutual aid to other cities within the State of New Jersey and adjoining states and to cooperate with the state government with respect to carrying out emergency functions; and to create and test an emergency operations plan for all division of city government in the event of one of the aforementioned disasters.
It is further declared to be the purpose of this article and the policy of this city that all emergency functions of the state government, including its various departments and agencies of other municipalities and private agencies of every type, coordinate its activities so that a comprehensive plan may make the best use of this city's manpower, resources and facilities in the event that a disaster does occur.
It is further declared to be the purpose of this article and the policy of this city to organize an emergency management organization, in conformity with the Civil Defense Act, as directed by Public Law 1942, Chapter 251, as amended.[2] The name of this organization shall be Emergency Management Agency.

The Mayor of this community shall be responsible for the appointment of a qualified Coordinator pursuant to state and federal guidelines as of the date of his appointment. It shall be the responsibility of the Coordinator to appoint a Deputy Coordinator and staff as may be needed to effectively operate this organization. It is the responsibility of the staff, under the direction of the Coordinator and Deputy Coordinator, to create and test the emergency operations plan and to be prepared to activate it whenever necessary.

It shall be the responsibility of this organization to carry out and enforce such orders, rules and regulations as issued by the Mayor or the chain of command as outlined by the emergency operations plan, under the authority of this article. The organization shall have available for inspection all such orders and rules and regulations made by the Mayor or the chain of command or under their authority.
The organization shall have a fully equipped emergency operations center which shall be ready to coordinate all city functions in the event of a disaster. It shall also have an alternative operations center planned in the event that the first shall be damaged or unusable.
