The position of the Personnel Officer is hereby created in and for the City of Pleasantville.
The Personnel Officer shall be appointed by the City Council and shall serve at the pleasure of City Council. Once appointed, the Personnel Officer shall report and be responsible to the City Administrator.
The Personnel Officer shall be responsible for the following duties and shall perform such duties in accordance with the direction of the City Administrator:
A. 
Study, recommend arid enforce the personnel organization of the City of Pleasantville.
B. 
Recommend personnel policy for the City of Pleasantville to the City Council through the City Administrator;
C. 
Update the Personnel Policy and Procedures Manual of the City of Pleasantville on an annual basis;
D. 
Consult with the department heads in the City to determine personnel needs within the individual departments and make appropriate recommendations to the City Council;
E. 
Maintain the personnel records of all City employees;
F. 
Disseminate policy and procedural information to appropriate City staff;
G. 
Recruit personnel to fill employee vacancies in the City:
H. 
Assist the City Administrator and department heads in performing employee evaluations;
I. 
Assist in the preparation of ordinances and resolutions for the creation of new positions and other personnel matters;
J. 
Assist the City Administrator, department heads and the appropriate committees of City Council in the investigation of personnel problems and the conduct of disciplinary hearings as per the rules and regulations of the Department of Personnel;
K. 
Supervise and participate in all labor negotiations; and
L. 
Perform all other duties and tasks assigned by the City Administrator.
The Personnel Officer shall, at a minimum, have the following qualifications:
A. 
A bachelor's degree from an accredited college or university;
B. 
Applicants who do not meet the above education requirement may substitute additional experience as described below on a year-for-year basis, with 30 semester hour credits being equal to one year of experience;
C. 
Three years' supervisory personnel experience for a governmental entity or comparable experience in the private sector.
The Personnel Officer shall receive a salary as is fixed and adopted by the City Council of the City of Pleasantville in its annual salary ordinance.
