The purpose of this chapter is to provide a system of regulation for the posting of signs, temporary in nature, utilized throughout the City of Pleasantville by requiring such signs, posters and the like to be removed within a specific period of time following the event which is the subject matter of such a sign or poster. Such regulation is intended to protect the public interest by preventing the unwanted accumulation of unsightly signs or posters no longer serving an informational purpose as a result of the passing of a stated event and tending to degrade the aesthetic environment and litter public and private property.
As used in this chapter, the following terms shall have the meanings indicated:
TEMPORARY SIGN
A sign, poster, advertisement, bill or placard displayed for the purpose of displaying information, expressing opinion or publicizing an event which is rendered moot or otherwise loses its informational quality by the passing of an event which is the subject matter of such sign, poster, advertisement, bill or placard. Said event shall include, by description but not by limitation, general and special political elections.
No temporary sign shall be affixed by tacking, pasting or otherwise mounting upon utility poles, light standards, trees or the like unless in accordance with the following regulations:
A. 
Each temporary sign must be clearly marked with the name of the person or organization responsible for the removal of such sign.
B. 
It shall be unlawful to allow temporary signs to remain posted for a period of 14 days after the event or election which is the subject matter of such sign.
C. 
It shall be the responsibility of the person whose name appears on such temporary sign to remove said sign within the aforestated period.
The Municipal Zoning Officer shall have the responsibility of regulating and enforcing this chapter, including the issuance of complaints for violations thereof to be adjudicated in the Municipal Court of the City of Pleasantville.
Upon violation of any portion of this chapter, the person responsible for removal of such signs shall be subject to a fine of not less than $100 nor more than $1,000, imprisonment for a term not exceeding 90 days and/or a period of community service not exceeding 90 days. Each violation will be considered a separate offense.
