The purpose of this chapter shall be to require the clear display of
building numbers to public streets for all properties that contain principal
buildings within the Borough of Upper Saddle River in order to assist police,
fire and ambulance personnel in identifying any property in case of an emergency
as well as for the welfare of the general public. This chapter is authorized
pursuant to the provisions of N.J.S.A. 40:67-1j.
A.Â
Every residential dwelling and nonresidential or commercial
building shall be required to be numbered in conformity with the street numbers
as depicted on the Tax and Assessment Map filed in the office of the Tax Assessor
of the Borough.

The number so assigned to each building shall be displayed
by the owner or occupant so that it may easily be read by a person seated
in a vehicle on the adjoining street. The building number shall be in Arabic
numerals, shall be at no more than five feet above grade and shall be located
on the mailbox, post or other suitable holder located no more
than 10 feet from the edge of the pavement of the roadway on which the property
is situated. The designated number shall not be obstructed by shrubs or other
materials and shall be in contrasting color to its background.
Any person, firm, corporation or other entity violating any provision of this chapter shall be subject to a penalty, the maximum of which shall be in accordance with § 1-15 of the Borough Code.
