GENERAL REFERENCES
Vehicles and traffic — See Ch. 282.
There shall be established in the Incorporated Village of Northport pursuant to the provisions of Article 14-B, §§ 370, 371, 372 and 373 of the General Municipal Law of the State of New York a Traffic Violations Bureau to be constituted, organized, empowered and to function in the following manner:
A. 
The Village Justice of the Incorporated Village of Northport in order to assist the Village Justice's Court in said village in the disposition of offenses in relation to traffic violations is hereby authorized to and shall establish a Traffic Violations Bureau for said village.
B. 
The Traffic Violations Bureau shall be in the charge of such person or persons and shall be open at such hours as the said Village Justice may designate.
A. 
The Traffic Violations Bureau is authorized to dispose of violations of traffic laws, ordinances, rules and regulations when such offenses shall not constitute the traffic infraction known as speeding or a misdemeanor or felony.
B. 
The Traffic Violations Bureau shall exercise its authority to dispose of the violations aforesaid by permitting a person charged with an offense as limited herein, within a period of 10 days:
(1) 
To answer at the Traffic Violations Bureau in person or by written power of attorney in the form hereinafter prescribed;
(2) 
To waive, in writing, a hearing in court;
(3) 
To plead guilty, in writing, to the offense or offenses charged;
(4) 
To authorize, in writing, the person in charge of the Bureau to make such a plea and to pay the prescribed fine in court;
(5) 
To pay the prescribed fine to the person in charge of the Bureau.
C. 
The Traffic Violations Bureau upon such personal appearance or upon the acceptance of such written power of attorney, upon the acceptance of such written waiver, plea and authorization and upon the payment of the prescribed fine shall give the violator a receipt which shall state that the violation is completely satisfied, and thereupon the violation shall be deemed so satisfied.
D. 
If a person charged with a traffic violation does not answer as herein prescribed within the aforesaid period of 10 days, the Bureau shall cause a complaint to be entered against him forthwith and a warrant to be issued for his arrest and appearance before the court.
E. 
Any person who shall have been, within the preceding 12 months, guilty of a number of parking violations in excess of three or such other maximum number as may be designated by the court, or of three or more violations other than parking violations, shall not be permitted to appear and answer to a subsequent violation at the Traffic Violations Bureau, but must appear in court at a time specified by the Bureau.
F. 
The Traffic Violations Bureau shall not be authorized to deprive a person of his right to counsel or to prevent him from exercising his right to appear in court to answer to, explain or defend any charge of a violation or any traffic law, ordinance, rule or regulation.
G. 
The court shall designate the fines to be paid for offenses which may be satisfied at the Bureau as hereinbefore stated, provided that such fines are within the limits established as penalties for such offenses.
A. 
The Traffic Violations Bureau shall keep a record of all violations of which each person has been guilty, whether such guilt was established in court or in the Bureau, and also a record of all fines collected and the disposition thereof. It shall also perform such other or additional duties and keep such other or additional records as shall be prescribed by the court and/or the Board of Trustees of said village.
B. 
The power of attorney referred to in § 69-2B(1) hereof shall be in the following form:

The undersigned acknowledges the charge of the offense noted herein, waives a hearing in court, pleads guilty to the offense charged and authorizes the Clerk of the Traffic Violations Bureau of the Incorporated Village of Northport, New York, to appear in court for him to make such plea of guilty on his behalf and to pay the prescribed fine using the moneys enclosed herewith or submitted herewith.
