A. 
No person shall park or allow to stand unattended any motor vehicle at or in Scudder Park or at or in Steers Beach unless a Village beach sticker is visibly affixed to said motor vehicle.

B. 
Village beach stickers shall be issued annually by the Village Clerk to residents of the Village of Northport upon payment of a fee as set from time to time by resolution in Chapter 147, Fees. In the case of senior citizens, which shall be defined as persons over the age of 65, the fee for said beach sticker shall be as set from time to time by resolution in Chapter 147, Fees. Proof of age shall be required at the discretion of the Village Clerk. The Clerk shall indicate on each sticker the auto registration number of the vehicle to which the stickers shall be affixed.

No person shall park or allow to stand unattended at Scudder Park any boat trailer, whether or not attached to a motor vehicle, unless:
A. 
In the case of Village of Northport residents, such person possesses and exhibits upon request of lawful authority a Village beach sticker.
B. 
In the case of residents of the Town of Huntington living outside of the corporate limits of the Village of Northport, such person possesses and exhibits upon request of lawful authority a permit therefor issued by the Village Clerk, the annual charge for which shall be as set forth from time to time by resolution in Chapter 147, Fees.

C. 
In the case of nonresidents of the Town of Huntington, such person pays the daily charge as set forth from time to time by resolution in Chapter 147, Fees, for the privilege of so parking such trailer.

D. 
In the case of commercial users who are not residents of the Village of Northport, such user possesses and exhibits upon request of lawful authority a permit therefor issued by the Village Clerk, the annual charge for which shall be as set forth from time to time by resolution in Chapter 147, Fees. A nonresident shall be deemed any commercial user who does not have a regular place of business in the Village of Northport.

No boat trailer or motor vehicle with boat trailer attached shall enter or be located at or in Steers Beach for any reason whatsoever.

No motorcycle, bicycle or other vehicle propelled by the hands or feet of the rider shall enter, be ridden in or be located at or in the Village park located at the foot of Main Street; provided, however, that this prohibition shall not apply to a person who cannot walk, riding in a vehicle propelled by the hands or feet.

A. 
Designation of hours.
(1) 
The opening and closing of hours of Steers Beach are 8:00 a.m. and 9:00 p.m. The opening and closing hours of the Village Park and Cow Harbor Park at the foot of Main Street are sunrise and 11:00 p.m. from April 15 to October 31 and sunrise and 7:00 p.m. from November 1 to April 14, with the exception of evenings when a permit has first been obtained from the Board of Trustees to keep the park open beyond normal closing time. The opening and closing hours of Scudder Park from May 1 to September 30 are 6:00 a.m. and 10:00 p.m. and from October 1 to April 30, 8:00 a.m. and 6:00 p.m.

(2) 
The opening and closing hours of the Village Mini-Park located at the intersection of Soper Avenue and Cherry Street are sunrise and sunset.

(3) 
The opening and closing hours of the Steers Park, located at the northerly terminus of Clipper Drive, are 8:00 a.m. and 9:00 p.m. from April 1 to November 30 and 8:00 a.m. to 6:00 p.m. from December 1 to March 31. Use of the facilities, ball fields and soccer fields is limited to residents of the Village of Northport, as well as those persons, groups or organizations who have received permission therefor from the Board of Trustees. Those persons, groups or organizations that have received permission from the Board of Trustees shall have priority over the use of the facilities, ball fields and soccer fields.

(4) 
The James Street Pocket Park may be available for use 24 hours per day for any recreational maritime use. For the purposes of this section, "recreational maritime use" shall include activities such as fishing, launching a dinghy from shore or returning to shore. The James Street Pocket Park will be open for any permitted nonmaritime use from sunrise to 10:00 p.m. Swimming is prohibited at the James Street Pocket Park.

B. 
No person shall enter or remain in any of said parks or beaches before the opening or after the closing hours above designated.

No person shall enter or remain upon a public park or recreation area not owned by the Village of Northport but which public park or public recreation area is located within the geographic boundaries of the Village of Northport before sunrise or after 11:00 p.m. from April 15 to October 31 or before sunrise or after 7:00 p.m. from November 1 to April 14.

No person shall use or cause to be used the James Street Pocket Park at the westerly terminus of James Street, or any part thereof, for a commercial purpose or engage in any activity thereon relating to any commercial purpose.

A. 
Smoking prohibited.
(1) 
No person shall smoke a tobacco product, herbal product, cigarette, pipe, cigar or other smoking device in an outdoor playground located within the lands and jurisdiction of the Incorporated Village of Northport. This prohibition applies only to public playgrounds and is not intended to include private property to which the general public does not generally have access or private areas used exclusively for private functions. "No Smoking" signs, or the international "No Smoking" symbol which consists of a pictorial representation of a burning cigarette enclosed in a circle with a bar across it, or such other sign that is reasonably calculated to give notice of the no-smoking restrictions imposed by this section, shall be prominently posted where smoking is regulated by this section. In the event a playground is not enclosed by fencing or other partition, no smoking shall be permitted beyond the signs posted in accordance with this section.
(2) 
No person shall smoke a tobacco product, herbal product, cigarette, pipe, cigar or other smoking device during a public event or public gathering, including but not limited to concerts, holiday services, fairs, charity events and arts and crafts displays and/or sales, occurring on public property within the lands and jurisdiction of the Incorporated Village of Northport. "No Smoking" signs, or the international "No Smoking" symbol which consists of a pictorial representation of a burning cigarette enclosed in a circle with a bar across it, or such other sign that is reasonably calculated to give notice of the no-smoking restrictions imposed by this section, shall be prominently posted where smoking is regulated by this section, or, alternatively, public announcement of this prohibition and/or temporary signs will be sufficient compliance with this requirement.

Each violation of this chapter or of any regulation, order or rule promulgated hereunder shall be punishable by a fine not exceeding $250 or imprisonment for a term not to exceed 15 days, or both such fine and imprisonment, for each offense, and each day a violation continues shall be a separate offense. Further, the Village may also enforce obedience to this chapter by injunction or any other available remedy.
