The Board of Trustees of the Village of Northport
and the proper officers of said Village shall enter into a contract
for the leasing, purchase and installation of parking meters, said
contract to be made subject to the conditions and in the manner provided
by law, the payment for such meters and the installation thereof to
be provided for solely from the operation of said parking meters,
without in any manner obligating said Village to pay for the same
from any other source.

Parking meter zones are hereby established as set forth in § 282-70, Schedule XXII. It shall be unlawful to park any vehicle in such areas during the hours indicated in excess of the time limit indicated and without inserting the coin or coins provided for in § 282-37. Meters shall be in force between the hours of 8:00 a.m. and 6:00 p.m. on any day except Sundays and holidays, and it shall be unlawful to park at any meter in excess of two hours.

A.
On streets so designated, the Police Department shall make parking
spaces, on the curb or pavement, by appropriate means, and in each
space so marked shall erect or cause to be erected a parking meter,
which, upon the deposit of a coin or combination of coins of the United
States indicated on the parking meter, shall entitle a vehicle operator
to park his car for such limited time as is indicated on the parking
meter, and which meter shall also indicate the time when such period
has elapsed.
B.
Persons with disabilities. No fee shall be required to be deposited
in a parking meter or pay station for the parking of any vehicle operated
by a person with disabilities and bearing a distinctive number plate
issued by the New York State Department of Motor Vehicles or disabilities
parking permit issued by a governmental body or an agent of the governmental
body, in accordance with § 1203-1 of the New York State
Vehicle and Traffic Law. No such permit shall entitle the vehicle
to be parked longer than the time limit established for such space.

In order that the police officers may properly
compute the time during which a vehicle is parked, the owner or operator
of said vehicle shall, upon entering such parking space during the
time of the limited parking, immediately deposit a coin or combination
of coins of the United States in the parking meter situated at such
parking space and operate the same according to instructions thereon.
Failure to do so shall constitute a violation of this article. Upon
the deposit of such coin or coins and placing the meter in operation,
the parking space may be lawfully occupied by such vehicle during
the period of parking time which has been prescribed for the particular
amount deposited. If such vehicle shall remain parked in any such
parking space for such length of time that the meter shall indicate
by proper signal that the lawful parking period has expired, such
vehicle shall be considered as parking overtime, and the parking of
a vehicle overtime shall be in violation of this article. The parking
meters, when installed and properly operated, shall be adjusted so
that there shall be one-hour and two-hour meters or for such time
periods as the Board of Trustees may from time to time designate by
resolution. The meter fees shall be established from time to time
by the Board of Trustees by resolution.
It shall be unlawful to park any vehicle across
any line or marking designating a parking space, or to park said vehicle
in any way that the same shall not be wholly within a parking space
as designated by said lines or markings.

It shall be unlawful to park any vehicle, except
commercial vehicles, within a designated parking area with the rear
portion of the vehicle facing the meter.
It shall be unlawful to deposit or cause to
be deposited in any parking meter a slug, device or any substitute
for a coin of the United States.
It shall be unlawful for any person to deface,
tamper with, damage, open or willfully break, destroy or impair the
usefulness of any parking meter installed under the terms of this
article.
In addition to the penalties prescribed in this
article, persons shall be subject to any other penalty provided by
law for damage to equipment or mischief in connection with the maintenance
and operation of said parking meters.

Any person, firm or corporation, while violating
the provisions of this article or aiding, abetting or assisting in
the violation of said provisions, shall, upon conviction, be sentenced
to pay a fine of $20 for such offense if said fine is paid within
30 days of the date of the violation. If the fine is not paid or the
notice of violation answered in the Northport Justice Court within
30 days of the date of violation, the fine then shall be $40 for such
offense.
It shall be the duty of the Chief of Police
or his designated representative to enforce this article.

Whenever an owner or operator of any vehicle has been summoned or notified by summons or notice attached to his vehicle that he has violated §§ 282-37 and 282-38 of this article, he may, within 48 hours after the time when such notice was attached to such vehicle, pay to the Justice's Court, at the office of the Justice or at the Village office, as a penalty for and in full satisfaction of such violation, the sum as outlined in § 282-43, Penalties for offenses.
