Whenever the provisions of any other statute,
local ordinance or regulation impose other higher standards than are
required by this chapter, the provisions of such statute, local ordinance
or regulation shall govern.
In the event that any provision of this chapter,
when read in context with the entire chapter, is ambiguous or is inconsistent
with any other equally restrictive statute, local ordinance or regulation,
the Board of Zoning Appeals shall make any interpretation necessary
to clarify any such provision. In making any such interpretation,
the Board of Zoning Appeals shall endeavor to preserve the purposes
of the enactment of this chapter and such statute, ordinance or regulation.
