In accordance with the General Municipal Law of New York State there is hereby established a Schenectady/Glenville Economic Development Zone (EDZ) Administrative Board. This Board will monitor, evaluate and coordinate all Economic Development Zone benefits on behalf of the City of Schenectady and the Town of Glenville.
A. 
The EDZ Administrative Board shall consist of 15 persons who shall be appointed by the Mayor representing organizations or entities as listed in Subsection C.
B. 
Terms; appointment.
(1) 
All appointments shall be for three-year terms with the exception of the first Board appointed. One-third of the membership appointed to the first Board shall continue for one year; 1/3 for two years; and 1/3 for three years.
(2) 
In the event that a vacancy occurs in an unexpired term, the Mayor shall appoint a replacement for the remainder of the term.
C. 
The following organizations or entities shall be represented on the EDZ Administrative Board.
(1) 
The Director of the Department of Development of the City of Schenectady.
(2) 
The Schenectady City Council.
(3) 
The Town of Glenville Town Board.
(4) 
The Schenectady County Legislature.
(5) 
The Schenectady County Chamber of Commerce.
(6) 
The Schenectady Economic Development Corporation.
(7) 
Residents living within the boundaries of the Schenectady/Glenville Economic Development Zone.
(8) 
Businesses located within the boundaries of the Schenectady and/or Glenville.
(9) 
Organized labor.
(10) 
The banking community of the Economic Development Zone.
A. 
The chairman of the EDZ Administrative Board shall be the Director of Development of the City of Schenectady. Other officers may be elected by the Board as needed.
B. 
The Board shall adopt rules and procedures for its meetings.
C. 
The Board shall keep records of every meeting and shall file an annual report with the Schenectady City Council and the Glenville Town Board and all other reports as required by law with the New York State Department of Economic Development.
D. 
The City of Schenectady shall provide staff, as necessary for the administration of the Schenectady/Glenville EDZ Administrative Board and shall contract with the New York State Department of Economic Development for financial support to assist with the administrative expenses of the Board.
