The Council hereby certifies and recognizes the following employee organizations for the purpose of negotiating collectively with the City in the determination of and administration of grievances arising under the terms and conditions of employment of their members, as provided in Article 14 of the Civil Service Law, and for the purpose of negotiating and entering into written agreements with the City in determining such terms and conditions of employment:
