The head of the Department of Parks and Recreation shall be known by the title of "Superintendent of Parks and Recreation," and he shall be vested with all of the ordinary and incidental powers of a Superintendent of Parks and Recreation and such other and further powers and duties as may be from time to time imposed upon him by direction, resolution or ordinance of the Council or by direction of the Mayor.

It shall be the duty of the Superintendent of Parks and Recreation, under the direction of the Mayor, to organize, manage, operate, maintain and govern the municipal golf course and appurtenances.
The employees of the municipal golf course shall be engaged, discharged and compensated for their work in the same manner and procedure as now employed with the other City employees, for the proper management, maintenance and operation of the golf course.

The restaurant concession of the municipal golf course shall be awarded by the City Council after preparation of specification for bids has been prepared, duly advertised, proper lease has been drawn by the Corporation Counsel and sealed bids have been submitted by interested parties.

The Superintendent of Parks and Recreation shall collect the proper fees for the use of the golf course by players. All revenues thus received from operation shall be deposited with the Director of Finance, and he shall maintain a separate account of such revenues.
Purchases made by the Superintendent of Parks and Recreation shall be made in like manner as other purchases made by the City of Schenectady. All other money expended incidental to the management, maintenance and operation of the golf course shall be made through the office of the Director of Finance on proper orders, vouchers signed by the Superintendent of Parks and Recreation.
The revenues received as herein provided shall be deposited in the general fund of the City. An appropriation shall be made to provide the necessary expenses of the operation and maintenance of the golf course and for the payment of any golf course bond principal and interest that may fall due during the fiscal year. This appropriation shall be included in the annual estimate of the City.

The Superintendent of Parks and Recreation is authorized to promulgate such rules and regulations as he deems necessary to make effective the terms of this chapter and to assure the proper operation and control of the municipal golf course and its facilities.[1]
